The Office of the National Assembly referred the draft internal regulations of the Council to the Legal, Administrative and Human Rights Affairs Committee, to begin work on it and complete its drafting, in preparation for presenting it to the “senators” for discussion and approval during the next session, after a long series of consultations, several drafts were known during the era of former Speaker of the National Assembly, Salih Gojil, before the document became aware of new amendments and additions during the era of the current President, Azouz Nasseri.
This measure comes in the wake of the meeting chaired by Nasseri, on Monday, which was devoted to preparing for the opening of the new parliamentary session, where it was decided to refer the project to the relevant committee in order to begin studying it, at a time when the Speaker of the Council had stressed in his previous meetings with members of the Upper Chamber the necessity of accelerating the completion of the text and adapting it to the provisions of the Constitution and the developments in the legislative and institutional framework.
The draft received by members of the National Assembly contained a number of developments compared to previous drafts, and was not limited to rearranging existing articles, but rather included new proposals affecting a number of mechanisms for running the Council and organizing its work, including the rules for electing the Speaker of the National Assembly, in addition to provisions related to the effectiveness of parliamentary activity and the participation of Council members in diplomatic missions and missions abroad.
In this aspect, the proposed amendments tended to establish more precise rules for organizing the election of the Speaker of the National Assembly, in line with the constitutional deadlines associated with renewing the presidency of the Assembly at every partial renewal of its composition, in order to avoid any situation that might lead to the continuation of acting management instead of resorting to a clear electoral process.
The proposals also included the establishment of a temporary office that, within the framework of the process of electing the President of the Council, would organize the nominations stage and study the files and appeals associated with them, while specifying the procedures for filing nominations and the mechanisms for adjudicating them, especially in cases in which more than one candidate applies.
Among the measures included in the draft is also the obligation of those wishing to run for the presidency of the National Assembly to officially express their desire and deposit their files with the authority authorized to do so, while opening the way for appeals against decisions to reject files, in a way that determines in advance the various stages of the electoral process.
On the other hand, the amended draft gave some of its attention to the external activity of members of the National Assembly, especially participation in diplomatic missions, by moving towards adopting criteria more closely related to experience and specialization when selecting members, in a way that enhances Parliament’s performance in diplomatic activity, highlights Algerian positions, and defends its interests in international forums.
These developments come after a period of discussions on the draft bylaws, which remained the subject of enrichment and review through more than one version, before the document now moves to the institutional stage of studying it at the level of the relevant committee, with the drafting being completed before the draft is presented to the members of the Council during the new session.
In addition to the internal regulations file, the National Assembly office discussed during its meeting the work programs of the permanent committees entitled 2026-2027, and called on them to complete their proposals as soon as possible, allowing for setting the agenda of legislative and oversight activity and arranging priorities in coordination with the National People’s Assembly.
The Council Office also decided to refer four oral questions and four written questions to the government, after ensuring that they fulfill the formal requirements, immediately following the official opening of the parliamentary session, scheduled for Wednesday, September 16, at the headquarters of the National Assembly. At the conclusion of the meeting, the National Assembly Office approved the instruction that included organizing the Council’s external activity.
