The decree of the President “On large-scale measures for the further development of the spheres of culture, art and literature” was signed.
In the decree establishing and supporting the activities of creative associations in such areas as theater, cinema, dance, opera, folklore, pop music, academic and national musical instruments, visual and applied arts, and literature; to ensure that at least 50 best works are created by poets and writers every year, and 10 best works of national literature are translated into foreign languages; social support of artists, creation of suitable conditions for them, including housing for 1,000 artists every year, free treatment for 3,000 artists; goals such as increasing the number of non-state theaters and theater-studios to 50 in 2028 and increasing the participation of the private sector in the theater sector by 25%.
According to the decree, creative associations are established in the fields of culture, art and literature. Their creative leaders and co-leaders who assist them in solving organizational issues are appointed by the Cabinet of Ministers.
Starting from 2027, the creators of the creative association who have shown the best results during the year will be paid a royalty in the amount of 5 million soums per month for one year from the state budget funds; free use of airplanes, trains and public transport throughout Uzbekistan for three years, in which the lost income on transportation costs will be reimbursed on a monthly basis; the cost of treatment in state medical institutions is fully covered.
In order to identify and develop talents, to finance business projects that support their production activities, the state purpose fund “Investment in Creativity” is established under the Ministry of Culture without the status of a legal entity.
200 billion soums will be allocated to the fund from the budget of the republic until July 1, 2026, and from 2027, at least 200 billion soums will be allocated annually in the parameters of the state budget.
The Ministry of Culture, together with the Ministry of Preschool and School Education, the Youth Affairs Agency, the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city administrations, will annually hold competitions in the field of theater, musical instruments, choir and dance among general secondary educational institutions at the district-regional-republican level.
In this case, the general secondary educational institution, which is the winner of the republican level competition in each direction, will be given a grant of 500 million soums from the funds of the Foundation to promote its creativity, purchase stage decorations and costumes, and musical instruments.
From July 1, 2026, 30 percent of the cost of purchasing national musical instruments will be covered by the State budget.
From September 1, 2026 to January 1, 2036, subjects whose main activities are concerts, cinematography, content creation for children, non-state theaters and theater-studios, and private educational organizations in the field of culture and art will be subject to value added tax, profit tax, turnover tax, land tax, property tax, and income from individuals working in them. is exempt from tax;
From September 1, 2026 on the support of talents and their mentors:

Winners and prize-winners of prestigious international and republican competitions in the fields of culture, art and literature are encouraged with a one-time cash prize in the following amounts from the State budget:

Grand Prix and 1st place winner – 300 million soums for the international competition, 100 million soums for the national competition;

2nd place winner – 200 million soums according to the international competition, 50 million soums according to the republican competition;

3rd place winner – 100 million soums for the international competition, 25 million soums for the national competition;

the monthly salary of the teacher (concertmaster) who prepared the winners and prize-winners of the contests is paid up to 100% for one year from the State budget funds;
From July 1, 2026, based on the recommendation of creative associations, the following costs will be covered from the State budget:

annual up to 1,000 high-tech operations for culture, art and literature representatives who do not have treatment privileges at the expense of the State budget, but have achieved good results in their activities;

every year up to 2,000 representatives of the fields of culture, art and literature will be reimbursed 50% of the expenses for voluntary medical insurance contributions, the insurance premium of which does not exceed 100 times the base calculation amount;

annually up to 100 people who have worked in the field for at least 10 years receive free treatment in sanatoriums of the Federation of Trade Unions of Uzbekistan for representatives of the fields of culture, art and literature.
