The vice president Carolina Cosse presented a project to remodel the surroundings of the Legislative Palacewith changes at the level of infrastructure and circulation, in addition to the construction of a new annex, within the framework of the 100 years of the building.
The initiative, framed in the proposals for the building’s centenary, is already being studied in the Administrative Commission. Among the planned works, it is contemplated eliminate one of the vehicular traffic rings of the ring road Avenue of Laws.
What does the Legislative Palace expansion project say?
According to the official text released in the first instance by Telemundo and to which he agreed The Observerthe intervention project seeks to strengthen the relationship between the building and its immediate surroundings, from a contemporary perspective of environmental sustainability, quality of public space and urban integration.
“The reconfiguration of the ring road of the Legislative Palace, with the incorporation of green areas and improvements in circulation; the transformation of a section of General Flores Avenue into semi-pedestrian, incorporating urban equipment and public spaces; and the implementation of a multifunctional building in a neighboring property, intended to expand institutional building capacity and educational and social uses”details the initiative.
In preliminary terms, the tasks contemplate the incorporation of more than 15,000 m² of new public spaces and the reclassification of the existing ones, as well as the construction of a building of approximately 2,600 m². Likewise, the optimization and expansion of the parking spacesin accordance with the general reorganization of the area.
As for the new exhibitthe space would have two large functional areas:
a) One intended for “direct support to legislative and institutional functions, which includes administrative offices, archive sectors and units linked to the Library, vaccination center, meeting rooms and work spaces”;
b) Another of a social and community nature, with “coworking areas, access to library services, reading rooms, a CAIF center, a student home and a public plaza on its roof, conceived as an accessible space that contributes to the opening of the complex to citizens”.
End of the ring destined for transit
The initiative foresees several interventions around the Legislative Palaceamong them the closure to vehicular circulation of the inner ring of the Avenue of the Lawswhich would allow the expansion of green and recreational spaces.
If successful, the project would be carried out by calling for a competition for preliminary projects and bidding processes, and would be financed with “budget funds assigned to Program 747, corresponding to investments linked to the commemoration of the 100 years of the Legislative Palace”.
