The European Union is introducing new measures to combat fraud in the car market, including mileage manipulation, through the use of advanced digital technologies. According to the specialized media, the authorities are preparing the implementation of systems based on digital tachographs and GPS monitoring, which will automatically record the distance traveled by vehicles.
The new devices will combine data from sensors and satellite navigation systems, storing the information in an integrated chip. This data will be able to be verified later during technical inspections or through online services, which would make it difficult to artificially change the mileage.
The system is to be installed directly from the factory on new vehicles, and the usage history will remain associated with the car even after the change of owner. European officials believe that this measure could increase transparency in the used car market and reduce the risk of fraud in transactions.
Buyers will have access to vehicle history through dedicated databases and platforms, where they will be able to check information such as the VIN code or data from periodic technical inspections. Documents such as the ‘Car Pass’ certificate could also provide additional confirmation of actual mileage.
In parallel, the European Union is advancing plans for the digitization of car documents. The Committee for Transport and Tourism of the European Parliament approved, at the beginning of April 2026, a proposal regarding the transition to digital registration certificates.
According to the draft, member states will have approximately three years for implementation after the official adoption of the legislation. During this period, digital documents will become the main standard, and printed documents will no longer be mandatory, although they will remain available on request.
The new certificates will include data standardized at European level and will allow faster checks, including in the context of cross-border controls. At the same time, the paper versions will be upgraded and include QR codes for quick information validation.
The legislative proposal is to be discussed by the member states before the final vote in the plenary of the European Parliament, scheduled for the end of April 2026.
