    The IIB officers who tortured the citizen were arrested


    In Namangan city, Abdulahad Ormonov, who believed preventive inspector Bahrom Dostnazarov’s words that “we can talk” and went to the IIB building, was beaten to death. The officers then tried to arrest him as a trespasser. However, their inhumane plan failed because the court sent the case back. The article tells about the details of this crime committed by the employees of the internal affairs body.

    The root of the conflict

    According to the court verdict, there was a disagreement between the IIB employee Bahrom Dostnazarov and the citizen Abdulahad Ormonov: Dostnazarov worked as a prevention inspector in the Altitash neighborhood of Namangan, and Ormonov lived in this neighborhood.

    Abdulahad Ormonov quarreled with his wife several times due to a family dispute. Bahrom Dostnazarov intervened in the situation as the “Uchastkavoy” of the region and took measures against Abdulahad Ormanov. In this way, Ormanov came to the conclusion that there is a romantic relationship between his spouse and the prevention inspector.

    In March 2023, Bahrom Dostnazarov was transferred to the position of prevention inspector in Yaidaq neighborhood of Norin district. But he regularly came to Altitash neighborhood for personal matters. Such “serkatnov” of Dostnazarov increased the suspicion of Abdulahad Ormanov.

    August 14, 2025. Bahrom Dostnazarov went to the workshop in Guzar neighborhood of Namangan city to repair his car. At this time, it had been 10 days since he was transferred to the position of preventive inspector of the Chust district IIB. Abdulahad Ormanov saw her and began to demand an explanation of the romantic relationship between her and her husband.

    “Let’s talk”

    According to the court document, Bahrom Dostnazarov rode the horse of anger and tried to take revenge on Abdulahad Ormanov by imprisoning him. “We will talk,” he said, demanding Ormanov to go to the IIB building No. 1 in Namangan city.

    In this way, the prevention inspector went to the IIB building, Abdulahad Ormanov followed him. At this time it was around 17:45.

    Bahrom Dostnazarov was waiting for Abdulahad at the entrance of the IIB building. Then he called his colleague Islam Kadyrov and said that Abdulahad Ormanov was following him and threatening him with a knife.

    Prevention inspectors Islam Kadirov and Muhammad Tojiboyev arrived at the scene. Bahrom Dostnazarov met with them and asked for practical help in prison, accusing Abdulahad Ormanov of committing a crime.

    Torture in a room without a camera

    In this way, the three of them accused Abdulahad Ormanov of committing petty mischief and forcibly took him to the corridor at the entrance of the IIB building. At first, without any reason, they conducted a personal search on the grounds that he had a knife with him. Then they handcuffed the citizens and took them to the reception room. There was no video camera in this room.

    After that, Bahrom Dostnazarov punched Ormanov in the face, threatening to imprison him for a long time. He fell from the impact. Islam Kadyrov jumped and hit Ormanov with his knee on the stomach and chest. Muhammad Tojiboyev also kicked him several times.

    Abdulahad Ormonov was seriously injured as a result of the blows of 3 MIA officers.

    Attempt to cover up a crime

    Preventive inspectors understood what they had done by injuring Abdulahad Ormanov. Therefore, they begin to think about how to hide their actions: at first they keep Ormanov in that room without a camera, and then in the part of the IIB building that is not visible from the street until 22:34.

    After that, in order to give a legal tone to their actions, the employees give preventive inspectors Abdulaziz Murodov and Bobur Abdullayev the task to immediately pass Abdulahad Ormanov to a doctor’s examination and take him to the Namangan City Police Department for administrative detention.

    In this way, Ormanov, who was actually the victim, was accused of petty bullying, defamation and non-compliance with the legal requirements of an internal affairs officer, and was handed over to the Namangan City Police Department for administrative detention. But the officer on duty refused to accept Ormanov, stating that the collected documents were incomplete.

    After that, Bahrom Dostnazarov kept Abdulahad Ormonov, who was seriously injured, in the prevention inspector’s room in the building of the New Construction Mahalla until the morning of August 15, ignoring his requests to release him. He himself fills in the “little” of the documents collected against Ormanov. That is, he falsifies documents by entering false information. Then JIB submits the case to Namangan city court for substantive consideration.

    Case returned from court

    Bahrom Dostnazarov’s goal was to put Abdulahad Ormanov in administrative prison. However, the judge sent the case back to the IIB for further investigation due to deficiencies in the documents.

    According to the court ruling, it is alleged “Abdulahad Ormonov quarreled and insulted A. Kakhorov in the Obzhovuz neighborhood of Namangan city, and he did not fulfill the legal requirements of the IIB officers who wanted to calm him down.” This shows that Bahrom Dostnazarov falsified administrative records based on this lie.

    His life was saved

    It was not possible to put Abdulahad Ormanov in administrative prison, besides, he has injury marks. Therefore, it was necessary to monitor him until his condition improved and he changed his mind about complaining. Not knowing what to do, Bahrom Dostnazarov tried to pretend that Ormanov was “having fun” with him. For this, they took Abdulahad Ormonov’s father-in-law and a relative and went to Pop district.

    However, Abdulahad Ormonov’s condition worsened due to the injuries he received on the evening of August 16. Then Bahrom Dostnazarov leaves him in a private hospital in Namangan.

    Ormonov’s relatives immediately transferred him to the Namangan branch of the republican emergency medical center. As a result of timely medical assistance, his life was saved.

    “I didn’t hit”

    A criminal case was initiated and Bahrom Dostnazarov was arrested on September 6, 2025, Islam Kadirov was arrested on September 8, and Muhammad Tojiboyev was arrested on November 26.

    None of them pleaded guilty in court. They even tried to blame each other.

    For example, Bahrom Dostnazarov stated in his testimony that Abdulahad Ormanov was actually beaten by Islam Kadyrov in a room without a camera.

    “When Islam Kadirov hit Ormanov in the face with his hand, he fell down. At that time, Islam Kadyrov kicked him hard in the abdomen. Abdulahad Ormonov began to howl and cry from the blow of the club. I separated them and pushed Islam Kadyrov aside“, said Bahrom Dostnazarov.

    Islam Kadyrov stated in his testimony that Ormanov did not enter the room where he was beaten.

    “Bahrom Dostnazarov took Abdulahad Ormanov to the citizens’ reception room. He closed the door from the inside. At that time, the sound of Bahrom Dostnazarov throwing Ormanov to the ground was heard from the room. Then I left there“, he said.

    But the witnesses interviewed in the court stated that all three defendants were in the room without cameras.

    Punishment

    By the judgment of the Namangan city court of JIB dated February 13, 2026, the defendants were charged with the Criminal Code of Article 104 (intentional infliction of grievous bodily harm), part 2, item “k”, part 1 of article 206 (deviation from the scope of authority or authority), part 2, item “a” of article 230-1 (falsification of evidence) and article 234 (unlawful detention or arrest) found guilty under section 1. Bahrom Dostnazarov was sentenced to 7 years, Islam Kadyrov to 6 years and Muhammad Tojiboyev to 5 years and 2 months of imprisonment. It is prescribed to serve the sentence in a colony of general order.

    Also, they were deprived of the right to work in positions of responsibility and financial responsibility in the system of internal affairs agencies, as well as in state enterprises, institutions and organizations for a period of 3 years.

    The part of the case related to Bahrom Dostnazarov was considered in the court of appeals, and the original verdict was left unchanged.
