He National Election Jury (JNE) resolved that the first elected councilors who have held the position of mayor during the immediately preceding municipal period will not be proclaimed or receive credentials to assume that function in the 2027-2030 administration. The provision was announced this Friday by Yessica Clavijogeneral secretary of the electoral body, after the ex officio review of 427 proclamations of results of the Regional and Municipal Elections 2026.
Clavijo explained that the condition of first councilor does not automatically qualify a person to assume the Mayor’s Office, so those who have held that position during the immediately previous period will not be able to access the municipal function again through succession in the event of a possible suspension or vacancy starting in 2027.
“The JNE, safeguarding the Constitution, In those cases in which the first councilor has held the position of mayor in the immediately preceding period, he or she will not be proclaimed or receive the credentials for this new management.”said the general secretary.
The official specified that, in the resolution that will be published, six cases have been identified in which what was initially established by the Special Electoral Juries (JEE).
Likewise, he indicated that people who find themselves in this situation will not be able to receive credentials or hold the office of mayor. In his place, the next qualified councilor of the same electoral formula will assume the function.
“The JNE is going to ensure that the Constitution is complied with. Those citizens who have held office in the previous period (and who) have applied as councilors cannot receive the credential or hold office. The next qualified councilor of that formula will assume the position.”Clavijo said.

The general secretary of the JNE also reported that this first statement establishes the criteria that will be applied in the following ex officio reviews. To this end, the electoral body is preparing a second resolution that will include just over 600 proclamations.
“In this first group there are 427 cases and a second resolution is already being prepared that has just over 600 proclamations and we hope to complete the ex officio review in November”he indicated.
Clavijo added that the pronouncements of the Special Electoral Juries can be reviewed by the JNE, both through appeals and through ex officio procedures. He specified that the decisions issued by the plenary session of the electoral body constitute the last instance and are not appealable.
