Protest in front of the Prime Minister’s Office, 16 fines of 5 thousand ALL for blocking the road, two minors are prosecuted
Tirana Police announces today, November 3, that it has imposed 16 administrative fines on people who blocked the traffic of vehicles during the protest held the day before in front of the Prime Minister’s Office.
Pursuant to the Normative Act, each of them was fined 5,000 Lek for obstructing the movement of vehicles on the “Dëşmorët e Kombit” boulevard.
The authorities say that the protesters have not obeyed the repeated calls of the officers to clear the road. Meanwhile, two minor citizens have been criminally prosecuted, as it is suspected that, disguised and in cooperation with each other, they committed illegal actions during the student gathering on November 2.
The procedural materials for all cases have been referred to the Prosecution for further actions.
Police notification
Tirana/They blocked the road and prevented the circulation of vehicles during yesterday’s rally, 16 administrative measures are imposed, in accordance with the Normative Act.
Two minor citizens, suspected of illegal actions during yesterday’s protest, are being prosecuted.
Pursuant to Normative Act no. 5, dated 28.10.2026, according to point 2 of article 24/1, 16 records have been completed for the determination of administrative offenses.
The administrative measures have been decided after, during the rally held on the boulevard “Dëshmorët e Kombit”, in front of the Prime Minister’s Office, these citizens blocked the road, preventing the circulation of vehicles. Despite the repeated calls of the Police officers, through the megaphone, to clear the road, they have not obeyed these calls.
Out of the 16 administrative measures, 14 were imposed on the escorted citizens, while the other 2 were imposed based on the identification of the citizens from the footage. A fine of 5,000 ALL has been imposed on each of them.
Also, the specialists for the Investigation of Crimes of the Police Station No. 2 referred the materials to the Prosecutor’s Office, where criminal proceedings were initiated for 2 minor citizens, since on 02.11.2026, on “Dëshmorët e Kombit” boulevard, during the gathering organized by the students, it is suspected that, in cooperation with each other and disguised, they committed illegal actions during yesterday’s protest.
The procedural materials were referred to the Prosecutor’s Office for further action.
