The company’s license was revoked after the guards dragged the citizen to Zvërnec/ “Myrto Security”, awarded by the government with the 2 million euro tender (Document) – Shqip.com

Despite the fact that in June of this year its license was revoked for violations found during the clash with protesters in Zvrnec, the private security company “Myrto Security” turns out to be part of a union of operators that won a public tender worth nearly 2 million euros, reports Shqip.com. It is about a procedure developed by the Regional Directorate of the Distribution System Operator (DSO) in Elbasan. A few days ago, the institution announced the conclusion of the contract with the merger of the companies “Juer Security” and “Myrto Security”, for the physical protection of the buildings, assets, personnel and properties of DSO and the Universal Service Provider in this city.

The procedure was announced in August 2026, with a limit fund of 184,735,036 new leks, or about 1.99 million euros. One of the main conditions for participating in the competition was the equipment of the operators with the license type 1.3 A, the document that gives private security companies the right to provide physical security services for facilities, institutions and individuals. The case raises questions about the participation of “Myrto Security” in this procedure, since only a few months ago the State Police had decided to revoke the company’s license, after the serious events registered in Zvërnec. However, the company has managed to secure in court a measure of insurance against the license revocation and, according to the tender data, has continued to participate in public proceedings.

    What happened in Zvrnec?
On May 30, 2026, a group of citizens from Vlora protested against the tourist project in the Zvrnec area, including Jared Kushner, the son-in-law of US President Donald Trump. The protesters objected to the restriction of access to the coast and raised claims regarding the ownership of the land where the construction of the resort was envisaged. In the area surrounded by wire, the employees of the private security companies “Major Security” and “Myrto Security”, contracted by the entrepreneur of the project, were stationed in front of the citizens. The clash between the protestors and the security personnel reached its climax when the citizen Eduard Subashi was pulled by force and dragged for more than 100 meters. The event caused strong reactions and became one of the episodes that fueled the protests known as the “Flamingo Revolution”.

One day after the event, on June 1, 2026, the State Police announced the cancellation of the licenses for both companies, after the completion of the administrative investigations. According to the police, “Myrto Security 1.3A” had not taken the necessary measures to guarantee the security of the facility and had not implemented the rules for controlling entrances and exits. The official announcement stated that the company did not administer the lists of persons and vehicles that were allowed to enter the cordoned off area. The police also evidenced that, due to these deficiencies, on May 30, unidentified persons entered the building from the security personnel. According to the official version, these people had intervened during the protest, had hit and dragged a citizen by force, causing bodily harm, as well as had thrown stones and other objects in the direction of the protesters. The employees of the company, according to the police, had not taken any action to prevent the violence or remove the persons involved.

At the end of the administrative verifications, the General Director of the State Police signed on June 1 the decision to revoke the 1.3 A license for “Myrto Security”, as well as the license for the other company, “Major Security”. However, two months later, “Myrto Security” was included in the competition for the DSO tender in Elbasan and is now part of the union announced as the winner. The company contested in court the decision to revoke the license and secured a lawsuit insurance measure, while it remains to be clarified how the license criterion was met in the public procedure worth nearly 2 million euros./ AOL
