SAN MARNIO – The Civic Committee on citizenship returns to the law which provided for the repeal of the renunciation of citizenship of origin, allowing the maintenance of dual citizenship. in this context, however, he asks for some boundaries to be set and formulates some proposals for a future bill:
“Naturalization and dual citizenshipseeoto and nominations in a single state. Suspension of San Marino citizenship after the 3rd generation
Through the study of the demographic data of the San Marino population, a group of citizens realized that holders of dual or multiple citizenships, specifically holders of dual citizenship from neighboring Italy, are now a numerical majority in the Republic.
Why there is concern: the highlighted demographic situation influences and modifies the principle of political representation, the numerical majority are citizens who belong to another state, specifically the Italian state, of which San Marino is a small enclave. This hybrid character of the San Marino people in 2026 is a demographic fact that cannot be overlooked.
The elimination of the obligation for naturalized persons to renounce their citizenship of origin, through the recent law on naturalization n. 27 of 2026, has made the process of growth of double and multiple citizenships an irreversible process. Is there this awareness among the majority of citizens?
Faced with these political and legal choices, the Civic Committee for Citizenship has asked and continues to ask the majority and opposition political forces for some amendments and additions to the law of 25 February 2026, n. 27, after a careful study of the effects that this law produces.
One of the most controversial aspects is being able to apply, vote and perhaps be elected as citizens with two nationalities in different parliaments, of any type.
The conflicts of interest thus seem evident, for which political rights should be limited (voting and being candidates on the electoral lists of a single state, as for the 2024 European elections), referring to a single parliament, under penalty of losing San Marino citizenship, the only one on which one can intervene.
Another controversial aspect, which we have the duty to consider, concerns San Marino citizens abroad who have resided there for at least three generations with plausible effective, sentimental and relational detachment from the social, political and community life of San Marino, its language and its history, for which the transmission of our citizenship should be suspended, providing for the possibility of reinstatement in the event of a stable return to the Republic.
The case is similar to our fellow citizens who reside in Italy and who have not come to vote for at least three generations for whom the mechanism proposed for permanent residents abroad should be applied.
We also point out an extremely delicate consequence which is that of those who hold top positions in the broader public sector, with possible conflicts of interest, therefore the assignment of roles should be better balanced, perhaps establishing that for those roles it would be necessary to only possess San Marino citizenship, when this is possible, in order to create a valid San Marino ruling class that knows how to manage the process of European integration and international opening.
The Committee will ask for a series of meetings with the majority and opposition political forces, so that the requests listed above are included in the consolidated text on citizenship legislation, an objective pursued by the current government team.
We expect to be listened to and to have political representation on the issues of citizenship and dual citizenship, issues that are neglected today.
We make a direct appeal to the Secretary of State for the Interior, Avv. Andrea Belluzzi, to his legal collaborator, Avv. Alvaro Selva, to the secretaries of the parties not to disappoint our expectations reformulated with this note to preserve solidity for the pillars of the Republic: people, territory, sovereignty.
