The Minister of Housing and Territorial Planning, Jaime A. Jované C., presented the main strategies of the National Government to boost the sale of homes and strengthen the construction industry, during the inauguration of the 39th edition of Expo Capac 2026 at the Panama Convention Center.
Jované highlighted that the Abono Pa’tí programs, the Preferential Interest Regime and the exemption from the Real Estate Transfer Tax (ITBI) act in a complementary manner, by reducing the initial payment, the monthly payment and the costs associated with the purchase of a new home.
“This is a comprehensive strategy to reactivate construction and bring housing closer to lower-income families”stated the minister.
Pa’tí Subscription: created by Executive Decree No. 35 of 2026, provides a subsidy of $3,000 as a down payment for new homes of up to $80,000. The disbursement is made directly by the MEF to the mortgage entity, guaranteeing transparency.
Preferential Interest Regime: strengthened with Law 481, effective since January 2026, it subsidizes between 4% and 5.5% the mortgage interest rate for periods of 7 to 8 years on homes between $50,000 and $120,000, depending on the region.
ITBI exemption: established in Law 546 of 2026, it completely exempts the tax for new homes of up to $120,000, and applies reduced rates in stages up to $200,000.
The minister also highlighted compliance with the commitments of the Housing Solidarity Fund, enabled by Executive Decree No. 5 of 2026, which allows the MEF to pay obligations through public debt securities or treasury bills, offering liquidity alternatives to developers and creditors.
Jované stressed that construction is more than a productive sector. “It is the engine that generates direct and indirect employment in each province, energizes the family economy and translates the State’s commitment to Panamanians into bricks, streets and roofs,” said.
