The RMI Ministry of Public Works, Infrastructure and Utilities engaged Hall to construct the seawall. Haskoning served as lead designer.
The project formed part of the Pacific Resilience Program – Phase II. Its cost was reported at US$52.64 million.
Haskoning said the structure was designed to protect against sea level rise of up to 0.5 metres. Severe weather flooding can still occur because Ebeye has low topography and limited stormwater drainage.
Hall began mobilising for the project in early 2025 after being selected for the contract in 2024. Pre-construction estimates called for about 65,000 tonnes of armor rock, while the final 84,000-ton figure includes both armor rock and fill.
