    The Vetëvendosje Movement (LVV) and the Democratic League of Kosovo (LDK) do not plan to continue talks with each other in the coming days about the issue of the new president of Kosovo, after the withdrawal of Bekim Sejdi from the candidacy for the post of head of state.

    From the LDK, the opposition party with 18 seats in the Assembly of Kosovo, they do not consider it appropriate to meet on this issue with the representatives of the party in power, LVV, before the Constitutional Court of Kosovo issues a decision on whether the constitution of the 11th legislature took place in accordance with the Constitution.

    “There are no meetings, without a decision of the Constitutional Court”, the vice president of the LDK, Lutfi Haziri, said briefly to Radio Free Europeon September 15.

    The suspension of the talks for the president was also confirmed by REL sources within the LVV, according to which no meeting is planned for this week with the representatives of the LDK.

    On September 14, the Democratic Party of Kosovo (PDK), the largest opposition entity, sent the process of constitution of the Assembly to the Constitutional Court for review, asking the Court for a temporary measure.

    The PDK said that they complained on Monday about the way of electing the Speaker and Deputy Speakers of the Assembly, arguing that the government violated the Constitution by ignoring the constitutional deadlines for the process of constitution of the legislative body.

    According to them, the LVV violated the constitutional deadline of 30 days for the constitution of the Assembly, and the procedure for calling the session every 48 hours until its constitution.

    The Constitutional Court did not answer Tuesday to Radio Free Europe whether it has considered PDK’s request, and whether a temporary measure is expected to be imposed.

    An agreement reached on August 31 between LVV and LDK for the nomination of Bekim Sejdiu for president ended on September 14, after Sejdiu himself withdrew from the race for the head of state, in the absence of votes to be elected president.

    Six of the LDK MPs declared against Sejdi’s vote, which, according to Prime Minister Albin Kurti’s statements, had the support of only 74 MPs. For the validity of voting for the president, the presence of at least 80 deputies in the Assembly hall is required.

    “In the circumstances created, characterized by the lack of necessary parliamentary support for my election as president, and by the deviation of the entire process in the vortex of internal political dynamics and clashes, I have decided to withdraw from the candidacy for president of the Republic of Kosovo”, wrote Sejdiu on Facebook, on Monday.

    After the withdrawal of Sejdi, another agreement is needed between the political parties for the new name of the presidential candidate. In case the Assembly failed to elect the president, Kosovo would go to new elections – the fourth within two years.

    However, the political analyst, Dritëro Arifi, estimates that the talks between the LVV and the LDK should not continue, due to the contestation of the new Assembly, from which the president would be elected.

    “I think it would not be good to continue the negotiations. What if we go back to zero? So, everything would be in vain,” Arifi told Radio Free Europe.

    But, if the Constitution found that the constitution of the Assembly was in accordance with the laws, he believes that the agreement for the president could be reached quickly, if there is the will.

    “Now we have to wait, because if the court’s decision is positive, it’s very simple, within an hour everything can be finished”, said Arifi.

    The LVV and the LDK – the only one that agreed to talk with the winner of the elections about an agreement for the president – have not revealed who were the other names that were negotiated before agreeing on Sejdi’s nomination.

    Arifi estimates that, under the current circumstances, whenever the LVV and the LDK return to negotiations, the candidacy of an LDK deputy for president, which is acceptable to all the deputies and to the LVV, would be the most practical solution to conclude the creation of new institutions in Kosovo.

    The 60-day deadline for the election of the president started running from September 13, when the Assembly declared the constitution closed, although Albulena Haxhiut’s term as acting president ends on October 4./REL/
