The opposition legislator Esperanza Martinez (PPC) maintained that the investigation aims to dismantle a structure that would have operated for years with alleged complicities within public institutions.
In that sense, he pointed out that the commission is in a stage of massive information collection to reconstruct the functioning of the system and warned that even there is a risk of documents and records disappearing.
“This is the same thing, this is a system of criminals organized to scam to users,” he expressed when referring to the scheme for issuing allegedly irregular titles.
The senator mentioned that the president of the commission, Patrick Kemper (ANR, HC) already sent 18 notes to different institutions, mainly to National Council of Higher Education (CONES)to the National Agency for Evaluation and Accreditation of Higher Education (ANEAES) and the Ministry of Education, requesting information on qualified careers, opening dates, promotions and other information.

According to him, the objective is to build a database that allows cross-referencing information on issued titles, records of the Ministry of Education, the Supreme Court of Justice and the Ministry of Health.

He even announced that the volume of information will be so large that the commission could require specialized technical support, including experts in artificial intelligence to process the data.
They seek to create student traceability
One of the main problems detected, according to Martínez, is the absence of a system that allows following the academic journey of students.
In that sense, he announced that they will promote an emergency law so that the Unique Student Registry (RUE) is retroactive and allows information from previous years to be loaded.
“Today there is absolutely no no traceability about the students,” he questioned.
The legislator explained that having this record would allow us to verify which institutions each student attended and detect possible inconsistencies in the degrees issued.
Another of the axes of the investigation will be the modification of the structure of the CONES. Martínez maintained that the organization can no longer continue operating under a corporate scheme and proposed turning it into an institution with an eminently technical profile.
“This can no longer continue as a corporate organization. It has to be an institution of a technical, scientific and academic nature,” he stated.

The senator also questioned the actions of the Public Ministry and other State institutions, pointing out that investigations only advance when the cases gain public notoriety.

He added that, if that public pressure did not exist, “there is complicity” within the system.
Suspicions about MEC officials
Asked about the possible participation of officials from the Ministry of Education, Martínez said that she does not know if the responsibilities reach the highest authorities, but she maintained that officials involved have already been detected.
“What I hope is that they don’t get rid of someone and the old guys from before who are in the same rut come back. New people have to come because here there is no trust in anyone”, he stated.

During the interview, the legislator recounted a case that, she said, evidenced the detected irregularities.
He explained that he has documentation of a person who registered a university degree the same year the university was created. Also he questioned the response of the Supreme Court of Justice in cases where even those involved themselves acknowledge having fake titles.
“The Court says that we must send it to Justice. Are they going to send everything to Justice so that it remains there for 200 years and nothing ever comes out?”, he criticized.
