Palikir, Pohnpei — June 22, 2026 — On June 10, 2026, Secretary of Foreign Affairs Ricky F. Cantero received a courtesy call from Mr. Kazuhisa Uchida, Resident Representative, and Mr. Goro Uesugi, Marine Engineering Expert, of the Overseas Fishery Cooperation Foundation (OFCF) at the Department of Foreign Affairs.
The meeting provided an opportunity to discuss the ongoing partnership between the Federated States of Micronesia (FSM) and OFCF in supporting fisheries development and strengthening coastal communities throughout the country.
During the meeting, Mr. Uchida briefed Secretary Cantero on OFCF’s recent survey activities conducted across all four FSM states. The surveys reviewed projects implemented during the 2025–2026 period and identified ongoing and prospective activities for the 2026–2027 fiscal year. The reports highlighted OFCF’s continued commitment to supporting fisheries development, capacity building, and community-based initiatives throughout the FSM.
A key topic of discussion was a proposed fisheries development project involving the installation of two ice-making machines on Moch Island and Fanapanges Island in Chuuk State. The project is intended to improve fish preservation, strengthen local fisheries operations, and support economic opportunities in remote island communities.
Secretary Cantero noted that the proposed project aligns closely with the FSM Government’s commitment to improving services and economic opportunities for remote and underserved populations. Discussions are continuing among OFCF, NORMA, and the Department of Justice regarding a Memorandum of Understanding that would facilitate implementation of the project.
The meeting reaffirmed the strong and productive partnership between the FSM and OFCF and underscored their shared commitment to promoting sustainable fisheries development and enhancing the livelihoods of communities across the nation.
