    The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud – may God protect him – chaired the session held by the Council of Ministers yesterday in Jeddah.

    At the beginning of the session; The Cabinet reviewed the content of the two phone calls made by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect him – with His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, and His Excellency the Prime Minister of the Islamic Republic of Pakistan, Muhammad Shahbaz Sharif, and the content of the message that His Highness received from His Excellency the President of the Chechen Republic, Ramzan Kadyrov.

    The Council followed the developments of the situation and its course on the regional and international arenas, reiterating in this context the firm and well-established positions of the Kingdom of Saudi Arabia in supporting the efforts made to establish the foundations of security and stability in the region and the world, and contributing to responding to humanitarian appeals and extending a helping hand and giving to those in need and those affected in various parts of the globe.

    His Excellency the Minister of Information, Mr. Salman bin Youssef Al-Dosari, explained, in his statement to the Saudi Press Agency after the session, that the Council of Ministers subsequently reviewed the development paths in the Kingdom, and the goals that were achieved in the last period at the national level, in parallel with recording advanced positions in international indicators and classifications, and the successive achievements and successes of the (Saudi Vision 2030) strategies and programs at various levels.

    The Council praised the Kingdom’s progress in the 2026 Global Competitiveness Yearbook Report, and its achievement of (thirteenth) rank globally, and (third) at the level of G20 countries, in addition to advancement in all main axes, and its obtaining the first (ten) positions in (74) sub-indicators; This reflects the effectiveness of the Saudi model in areas related to competitiveness.

    The Council promised that the Kingdom will continue to maintain first place globally in the “Cybersecurity” index for the third year in a row. An embodiment of its leadership in this vital sector in light of the gains it has achieved locally, regionally and internationally, and its initiatives supporting digital transformation, localizing priority technologies, and enhancing cooperation and joint work with various countries and organizations of the world.

    His Excellency stated that the Council of Ministers appreciated the achievements made by the health sector transformation program in building a more integrated and efficient system that places human health at its top priority. By facilitating access to services and raising their quality, enhancing comprehensive medical care in its various aspects, expanding the scope of healthy cities, in addition to consolidating prevention and enabling society to adopt healthy, sustainable lifestyles.

    The Council noted that the National Industrial Development and Logistics Services Program “NADELP” recorded advanced performance during the past year 2025 AD, consolidating its role in supporting the growth of the non-oil economy, enhancing the attractiveness of the industrial, mining, logistics and other sectors, and their contributions to the growth of investments, exports and local content.

    The Council of Ministers reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions of the Council of Political and Security Affairs, the Council of Economic Affairs and Development, the General Committee of the Council of Ministers, and the Council of Experts of the Council of Ministers regarding them. The Council concluded the following:

    Firstly:

    Approval of a memorandum of understanding for cooperation in the field of energy between the Ministry of Energy in the Kingdom of Saudi Arabia and the Federal Ministry of Economics and Energy in the Federal Republic of Germany.

    secondly:

    Authorizing His Excellency the Minister of Islamic Affairs, Call and Guidance – or his representative – to discuss and sign with the Mauritian side a draft memorandum of understanding between the Ministry of Islamic Affairs, Call and Guidance in the Kingdom of Saudi Arabia and the Ministry of Arts and Culture in the Republic of Mauritius regarding supporting mosques.

    Third:

    Approval of a memorandum of understanding for cooperation between the Ministry of Justice in the Kingdom of Saudi Arabia and the Supreme Court in the Republic of Maldives.

    Fourth:

    Authorizing His Excellency the Minister of Municipalities and Housing – or his representative – to sign a draft memorandum of understanding in the areas of the municipal and housing sectors between the Ministry of Municipalities and Housing in the Kingdom of Saudi Arabia and the Ministry of Housing and Urban and Rural Development in the People’s Republic of China.

    Fifth:

    Approval of two agreements in the field of labor recruitment between the Kingdom of Saudi Arabia and Nepal and the Federal Republic of Nigeria.

    Sixth:

    Approval of a memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of the United States of America in the field of education and training.

    Seventh:

    Approval of an agreement between the government of the Kingdom of Saudi Arabia and the government of the Islamic Republic of Pakistan in the field of air transport services.

    Eighth:

    Approval of a memorandum of cooperation between the General Authority for Small and Medium Enterprises in the Kingdom of Saudi Arabia and the Small and Medium Enterprises Development Authority in the Sultanate of Oman in the field of developing the small and medium enterprises sector and entrepreneurship.

    Ninth:

    Approval of the executive regulations for the system of non-Saudis owning real estate.

    Tenth:

    Approval of the geographical areas in which non-Saudis may own property.

    Eleventh:

    Approval of the initiative to design and build the first joint Saudi-Egyptian satellite.

    twelfth:

    Transforming the organizational unit in the Ministry of Culture called the “Cultural Archives” into a non-independent center called the “Saudi Cultural Memory Center”; According to its organizational arrangements.

    Thirteenth:

    Approval of the final accounts of the Saudi Center for Economic Business (formerly) and the Saudi Electronic University for a previous fiscal year.

    Fourteenth:

    Provides necessary guidance regarding a number of topics on the Cabinet’s agenda, including two annual reports for the Prince Mohammed bin Salman Royal Reserve Development Authority and King Abdulaziz University.

    Fifteenth:

    Approval of the appointment and promotions to the ranks (fifteenth) and (fourteenth) and the position of (Minister Plenipotentiary), as follows:

    – Appointment of Muhammad bin Abdul Rahman Al-Subaihi to the position of (Regional Emirate Undersecretary) at rank (fifteenth) in the Emirate of Al-Jawf Region.

    – Dr. Ahmed bin Abdullah Al-Furaih was promoted to the position of (General Director), rank (fifteen), at the Ministry of Education.

    Badriya bint Abdul Rahman Al-Ghanem was promoted to the position of (Senior Educational Methods Advisor), rank (fifteen), at the Ministry of Education.

    – Nada Bint Saleh Al-Ismail is promoted to the position of (Senior Educational Methods Advisor), rank (fifteenth), at the Ministry of Education.

    Khaled bin Ali Al-Qahtani was promoted to the position of (Senior Advisor on Educational Methods), rank (fifteenth), at the Ministry of Education.

    Abdullah bin Saad Al-Ghannam was promoted to the position of (Senior Advisor on Educational Methods), rank (fifteenth), at the Ministry of Education.

    Fahd bin Nasser Al-Subaie was promoted to the position of (Business Advisor), rank (fourteenth), at the Ministry of Energy.

    Nayef bin Obaid Al Shaibani was promoted to the position of (Business Advisor), rank (fourteenth), at the Ministry of Interior.

    Khaled bin Ahmed Al-Ghamdi is promoted to the position of (General Manager) at the fourteenth rank in the Emirate of Makkah Al-Mukarramah Region.

    Hamdi bin Ahmed Al-Sahli was promoted to the position of (Minister Plenipotentiary) at the Ministry of Foreign Affairs.

    Nouf bint Abdul Rahman Al-Muhaidib was promoted to the position of (Business Advisor), rank (fourteenth), at the Ministry of Human Resources and Social Development.

    Saud bin Saad Al-Shamrani is promoted to the position of (General Director), rank (fourteenth), at the Ministry of Information.

    – Nasser bin Abdullah Al Turki is promoted to the position of (General Director), rank (fourteenth), at the Ministry of Information.

    Khaled bin Abdullah Asiri was promoted to the position of (religious research advisor), rank (fourteenth), at the General Presidency of the Commission for the Promotion of Virtue and the Prevention of Vice.
