The success of the new Spatial-Urban Plan (PUP) of Kolašin will not be measured only by the number of planned investments, but also by the ability to ensure long-term sustainable development of the municipality. As he explains for “Vijesti”. Andrija Mirovićdirector of the local Agency for Design and Spatial Planning, the planning document, whose preparation has begun, should ensure that the city is an attractive place for living, working and tourism, while preserving its natural and cultural values.
According to him, the planners of the plan face several challenges, among which, among other things, the harmonization of development ambitions with the limitations arising from the protection of nature and spatial capacities.
“Among the challenges during the development of the PUP are managing strong investment pressures in tourism and construction, preserving the urban and architectural identity of Kolašin, solving the problem of depopulation and revitalizing rural areas, as well as improving the infrastructure and communal facilities of the entire municipality,” explains Mirović in an interview with “Vijesti”.
He says that the key strategic goal of the new PUP should be to establish a balance between intensive development and preservation of space as the municipality’s most valuable resource.
“However, this also implies the simultaneous preservation of natural resources, the Tara River, forest complexes, agricultural land and protected areas. Among the goals is polycentric development through the strengthening of local centers such as Mateševo, Manastir Morača and Dragovića Polje”, explains the director of the Agency.
Although the current PUP, as Mirović reminds, was adopted recently and represents an important basis for the new document, the new plan will have to respond to the changed legal framework and new development circumstances.
“That is why the new PUP will pay more attention to development management, control of the expansion of construction zones, preserving the identity of space and harmonizing development with the carrying capacity of the environment. The program task even explicitly emphasizes the need to review and possible reduction of certain construction areas that have not been confirmed as realistic in practice,” says Mirović.
