    Casablanca initiates an overhaul of waste management and cleanliness


    The Council, chaired by Nabila Rmilipresident of the Council of the municipality of Casablanca, thus examined and adopted the delegated management contracts for the cleaning sector in the commune of Casablancaas well as the cancellation of mandate agreement no. 01/2019 relating to the exercise of support, monitoring and evaluation missions for the delegated management of cleaning services. The members of the Council also approved the mandate agreement entrusting to the local development company “Casa Baia» the support, control and monitoring missions of the delegated management of the sector.

    In the same context, the Council adopted amending amendments relating to delegated management contracts for cleanliness at the level of the district prefectures of Ben M’Sik and of Moulay Rachid. The Council also approved an amendment to the mandate agreement relating to the exercise of the management missions of the transitional period of the public landfill, the development of the dump controlled, as well as monitoring the construction and delegated management of the treatment, recovery and burial center of household waste and similar. It also adopted the agreement relating to the granting of surface rights over part of a property located in the commune of Al Majjatia Oulad Taleb for the benefit of the company Al Beida Clean Power, delegatee of the management of the landfill and recovery center for household and similar waste in Casablanca during the first phase, before its transfer to the National Office of Electricity and Drinking Water (ONEE) at the end of the contract.

    On this occasion, six representatives of the municipality were elected within the commission for monitoring the delegated management contract of the landfill and recovery center for household and similar waste from the city of Casablanca. In this context, Ms. Rmili underlined that the landfill and recovery center for household and similar waste in Casablanca, considered one of the main structuring projects intended to establish a new model of waste management with a view to improving the quality of life of Casablancans, would come into service from next October. She specified that this center, which will make it possible to treat waste using modern processes and produce energy for the city’s public lighting, was a first on an African scale.

    Furthermore, the Council approved an amendment to a partnership and cooperation agreement between the Ministry of Energy Transition and Sustainable Development, the district prefecture of Hay Hassani, the Council of the Casablanca-Settat region, the Council of the municipality of Casablanca, the Anfa Urbanization and Development Agency (Auda), the Casa Baïa company and the multi-service regional company of Casablanca-Settat (SRM-CS), with a view to the development of Lake El Oulfa.

    On the financial side, the members of the Council approved transfers concerning certain sections of the expenditure account falling under the budget envelope allocated to the districts for the 2026 financial year, as well as the programming of the fourth tranche of the additional loan granted to the municipality by the World Bank (BM), the programming of amounts recovered from the local development company Casablanca Prestations, as well as that of a financial amount resulting from judicial decisions.

    In the field of mobility and collective facilities, the Council approved a draft amendment relating to the development of the northern section linking regional road no. 322 to the Zenata logistics zone. The expropriation of the plots concerned by the redevelopment and widening of Avenue Sidi Maârouf, identified under the code AC 108 on the territory of the district of Aïn Chockas well as the draft alignment order designating the land to be expropriated for the construction and the development of interchange no. 23 at the main road RP3018including the L8 overpass, as part of the mobility infrastructure development program between the prefecture of Casablanca and the province of Nouaceur.

    The approved points also relate to an amendment to a partnership agreement between the municipality and the Casablanca police headquarters with a view to granting a financial support intended for the acquisition of logistical equipment, as well as on a draft partnership agreement between the Council of the municipality and the Socio-cultural Association of the Mediterranean Basin (Ascbm) for the allocation of part of the buildings located in the space of the CMC tennis club in order to house the activities and headquarters of the association.

    Furthermore, the members of the Council decided to postpone the examination of the point relating to amendment no. 1 of the framework agreement relating to the realization and management of the Casablanca household waste landfill and recovery centeras well as that relating to the draft partnership agreement between the Ministry of the Interior (General Directorate of Local Authorities) and the municipality of Casablanca, relating to the provision for the benefit of the ministry of the second floor of the building of the Training Center for civil servants and elected officials of Casablanca, with a view to its operation as an annex to the Training Institute for specialized technicians “Casablanca-Anfa”.
