The president of the National Health Insurance House, Horațiu-Remus Moldovan, announced on Sunday evening the start of the selection procedure for the positions of general directors of the territorial health houses.
The official emphasized that this move is part of a wider process of streamlining the system, aimed at strengthening a professional management based exclusively on competence.
“The social health insurance system continues the process of efficiency. This time, we are talking about the efficiency of human resources and the consolidation of professional management at the level of the 43 health insurance companies. We continue to increase the transparency of this institution, because a modern health system is based on trust between all the actors involved, namely the patient, the doctor and the institutions. CNAS has the obligation to continue the path of efficiency and transparency. After balancing the balance between income and expenses, between the number of those who contribute and those who benefit of services medical, there is a need for stability and the total involvement of system managers at the level of health insurance companies. That is why CNAS is organizing a competition for the positions of general directors of Health Insurance Companies”, said Horațiu-Remus Moldovan.
The competition calendar has already been set. Candidates can submit their applications until June 4 at 5:00 p.m., and their verification will end on June 9. Any appeals will be resolved on June 10 and 11. The written test is scheduled for June 18, from 10:00 a.m., and the interview will take place on June 23. The president of CNAS gave assurances that the selection will take place in conditions of complete objectivity, without external influences. “It will be a fair competition, without political or other interference. The health insurance system needs competent directors who can be objectively evaluated, based on performance criteria – the only criteria according to which they will answer to the CNAS during their mandates”, the head of the CNAS pointed out. To guarantee transparency, access to the competition rooms will be secured with the support of specialized institutions, the interviews will be audio-video recorded, and civil society representatives – patient associations, professional associations or any interested entity – will be able to participate as independent observers.
Moldovan announced that this is only the first stage of a larger plan to reform human resources in the system. “In the next stage, we will continue to streamline human resources at the lower echelons as well, so that the status of a civil servant is no longer used as a means of holding a leadership position for life. We will open the access of professionals to the social health insurance system. A modern health insurance system needs physicianpharmacists, economists and experienced IT specialists, dedicated to public service. We can no longer claim that a civil servant “who knows everything” can do everything in such a complex system. We need the strengthening of the medical service, the strengthening of the IT department that manages one of the most complex IT systems of the Romanian state, as well as the strengthening of the audit, control and fraud prevention structures in the system, as well as the establishment of a pharmacoeconomics department”, he explained.
In conclusion, the head of CNAS launched a call to all specialists interested in contributing to the modernization of the sanitary system. “I encourage all professionals who want to contribute to the modernization of the health system to sign up and lend their support to the development of a more efficient, transparent and closer to people’s social insurance system,” Horațiu-Remus Moldovan said.
