    Lublin Deputy Prosecutor Andrzej Boroń Opens Probe Following Siemoniak Complaint Against Prof. Cenckiewicz


    Prosecutor Andrzej Boroń, deputy head of the District Prosecutor’s Office in Lublin, initiated an investigation following a notification filed by Minister Tomasz Siemoniak. The case concerns the participation of the Head of the National Security Bureau, Prof. Sławomir Cenckiewicz, in the February meeting of the National Security Council. One day before making the decision, Boroń traveled to Warsaw to question Siemoniak.

    “Tomasz Siemoniak was questioned at the headquarters of the National Prosecutor’s Office, and a prosecutor from Lublin made a special trip to Warsaw to take the minister’s testimony. The questioning took place on April 15, the same day the Supreme Administrative Court issued a ruling favorable to Prof. Cenckiewicz (regarding security clearances – ed.)”, reported the portal Niezalezna.pl on Monday.

    The investigation by the District Prosecutor’s Office in Lublin concerns the participation of the Head of the National Security Bureau in the National Security Council meeting held on February 11 this year.

    As established, the case is being handled by Prosecutor Andrzej Boroń – deputy head of the District Prosecutor’s Office in Lublin, directly supervising the work of the 8th Military Affairs Department of the office. It is within this department that the proceedings are being conducted.

    “The department has 10 positions allocated. Six are currently filled. One person is seconded to the National Prosecutor’s Office. Of the six staff members, three are seconded to the District Prosecutor’s Office”, Prosecutor Marek Zych, spokesperson for the District Prosecutor’s Office in Lublin, told Niezalezna.pl. Moreover, the department has no head and reports directly to the deputy head of the unit. This means the department faces significant staffing shortages. Despite this, Prosecutor Boroń, who oversees its work, decided to personally lead the investigation concerning the Head of the National Security Bureau.

    We spoke today with Prosecutor Zych. Asked whether the investigation is justified at all, given that the Supreme Administrative Court had clearly ruled on Prof. Cenckiewicz’s security clearance, he avoided giving a direct answer.

    “The proceedings have been initiated within a specific scope. Please note that the investigation concerns individuals working at the National Security Bureau, but no personal data are mentioned. In particular, there is no information about the individuals to whom the classified materials were made available. However, I must stress that I am not fully familiar with the entire body of evidence,” we heard.

    What was the case before the Supreme Administrative Court about?

    The proceedings before the Supreme Administrative Court concerned a July 2024 decision by the Military Counterintelligence Service to revoke Cenckiewicz’s security clearance required for access to classified information. Following his appeal, the case went to the Voivodeship Administrative Court in Warsaw, which on June 17 last year overturned the decisions of the Military Counterintelligence Service – and sharply criticized the convoluted reasoning of the services run by former “reset” advocates.

    On August 5 last year, the office of Prime Minister Donald Tusk filed cassation appeals with the Supreme Administrative Court against those rulings. Despite the favorable decision for the Head of the National Security Bureau, politicians from the ruling camp falsely claimed that he did not have access to classified information.
