The Ministry of Labor and Social Affairs of Armenia is making significant changes to the insecurity assessment system. The goal is to make the support provided by the state more targeted. Back in 2025, the updated system of insecurity assessment was launched as a pilot program in 2 regions of the republic: Kotayk and Syunik. During this period, the existing problems and gaps in the system were highlighted, solutions were given to them, and from July 1, the new approach will be applied in all marzes of the republic.
“Armenpress”–At the press conference held in the press hall, Lusine Kocharyan, Deputy Minister of Labor and Social Affairs of the Republic of Armenia, informed that a lot of work was done during this period, aimed at improving the new system.
“A number of factors, due to which some families were left out of the system, were reviewed. For example, the main factor that kept families out of the system was previous credit obligations or being a guarantor for a loan. Now we have made changes. if there are persons who were left out due to this factor, then after this new change they can apply again to be included in the system,” said Lusine Kocharyan.
Other changes relate to the income attributed to students, those returning from service or prisons, the amount of gas consumption, etc.
With the introduction of the new system, 1,280 families in Kotayk and Syunik marzes are currently receiving unemployment benefits. According to the new standards, the average amount of the benefit is 86 thousand drams, the maximum is 280 thousand. In case of the old system, the average amount of benefit was 29 thousand drams. The amount of the benefit is calculated taking into account many factors, including the number of able-bodied, non-able-to-work and minors in the family. If the number of minors is large, then the benefit amount is also large. For example, a family with 6 minor children receives an allowance of 280,000 drams.
“The new system is not about giving the family only an allowance, here the family is considered as a whole with all its problems. Assessment of needs is carried out, programs aimed at improving the skills of able-bodied people are implemented, we help them find a job. And, if the person gets a job, then we don’t cut off the allowance all at once, some time is given to adapt,” said Lusine Kocharyan.
With the introduction of these new approaches and formulas, the number of those included in the system of insecurity has noticeably decreased. If in the past there were families that were quite well-off and had movable and immovable property, now the system has been cleaned from that point of view.
From July 1, the new system will be implemented in the entire territory of the republic, which is assumed to reduce the number of families receiving benefits in other marzes as well. Lusine Kocharyan assured that they are fully ready for the implementation of the new system, all technical issues have been resolved, and the necessary digital solutions have been provided.
