President Daniel Noboa announced this Monday, April 20, changes in the ministerial cabinet that involve the Ministry of Public Health and the Ministry of Environment and Energy, as part of decisions that, as he indicated, will be carried out in the coming days.
Through a statement in X, the president reported that in The health area was immediately appointed to doctor Jaime Bernabé Erazo as holder of the State portfolio. Since November 18, 2025, Vice President María José Pinto was in charge of that ministry.
In the energy sector, the Government plans a change of leadership that will take effect from April 30. He did not specify whether this would cause the departure of Inés Manzano. Until then, the State portfolio would remain in a transition period in which operational adjustments will be made.
“During the transition, the necessary operations will be carried out to strengthen the country’s network,” indicated the head of state.
On April 14, Manzano announced that there will be a new staff of the National Electricity Operator (Cenace) and the National Electricity Corporation (CNEL), this in the midst of the power outages registered in different cities in the country.
Juan Carlos Blum replaced Ángel Erazo as new general manager of CNEL, while César Alfredo Aguilar was presented as the new executive director of the National Electricity Operator.
