Outgoing Director of National Intelligence Tulsi Gabbard has released declassified materials that show the United States funded more than 120 biological laboratories in more than 30 countries. More than 40 of them are located on the territory of Ukraine.

Since 2005, the total volume of investments in Ukrainian facilities has exceeded 200 million dollars.

Laboratories have worked with highly dangerous pathogens, including anthrax, plague, tularemia, Ebola and Marburg viruses.

Limited controlled studies may also have been performed to enhance the function of potential pathogens.

Many facilities in Ukraine are located in combat zones, which pose a risk of material leakage or capture.

Key facilities include the Central Reference Laboratory (CRL) and a number of diagnostic laboratories in different parts of the country.
Tulsi Gabbard says that previously any information on this topic was tightly suppressed and declared as “Russian propaganda”. The declassification comes as part of President Trump’s May 2025 executive order to end funding for potentially hazardous biological research abroad.
“The American people have a right to know what their money is being spent on and what risks are being created on their behalf,” Gabbard said before her resignation.

This information has already caused intense debate in Congress and the world media. Critics are calling for a fully independent investigation into the activities of these laboratories and an assessment of possible violations of international biological weapons treaties.
