“Rosselkhoznadzor” will limit the import of quarantined goods from Armenia from June 12, 2026.

It is noted that this applies both to products produced in RA and delivered from there. “Transit through the territory of Russia to EAEU member states is also limited. The ban will remain in force until the development of a special algorithm to ensure the safety and traceability of the delivered goods,” the statement said.
It is emphasized that such a decision was made due to the systematic detection of quarantined goods. “Starting from May of this year, the service has gradually limited the import of certain types of Armenian quarantine goods and has repeatedly sent information to the Armenian side about supply disruptions. Despite this, the discovery of quarantine facilities continues. In June, three cases of capra beetle infection were found in walnuts, dried peaches and dried tomatoes imported from Armenia,” Rosselkhoznadzor noted.
According to the service, this allegedly indicates insufficient control by the authorized body of Armenia and promotes mistrust of the phytosanitary certification system. “The ineffectiveness of the Armenian Plant Quarantine and Protection Service threatens the phytosanitary well-being of Russia and the EAEU,” Rosselkhoznadzor emphasizes, adding that the capra beetle is a pest of stored products that is absent in Russia.
It is reported to damage cereals, oilseeds, legumes, industrial crops and their by-products, as well as forest, ornamental and other crops. “It can infect grain storage facilities, vehicles, raw and flour warehouses, mills, feed mills, confectioneries, malt storage facilities, etc. It can destroy up to 70 percent of stored products,” the statement said.
“Rosselkhoznadzor” notes that the economic damage to the Russian Federation may occur not only from the loss of crops and measures to contain and eliminate outbreaks, but also from the possible loss of export markets in countries where this pest is not a quarantine species.
Recently, Russia has restricted or completely banned the import of many Armenian products, justifying these decisions by the discovery of various violations. Such actions on the part of Russia were especially active before the parliamentary elections in Armenia.
