A screenshot from a video shows a foreign motorcyclist riding hands-free while both he and his passenger stretch out their arms in a ‘flying bird’ pose on a street in Da Nang City, central Vietnam.
The Da Nang Traffic Police Division said it received information on Saturday about a video circulating on Facebook showing a young man riding a motorcycle with a female passenger.
In the footage, the rider was seen taking both hands off the handlebars while the motorcycle was in motion, an act that endangered traffic safety and posed a risk of accidents.
Immediately after receiving the information, leaders of the traffic police division directed the Hoa Hai Traffic Police Station to urgently verify the case.
By Saturday afternoon, police officers had summoned the individuals involved for questioning.
Authorities identified the rider as H., a 24-year-old foreign national, and the passenger as J.L., a 20-year-old foreign national.
Both are temporarily residing in Hoi An Dong Ward, Da Nang.
H. admitted that at around 8:05 pm on Friday, he was riding a motorcycle on Minh Mang Street in Ngu Hanh Son Ward, Da Nang, carrying J.L. and taking both hands off the handlebars.
The act was recorded by passers-by and later posted on social media.
The traffic police division issued an administrative violation report against H. and confiscated the vehicle.
Traffic police urged road users not to engage in dangerous or inappropriate behavior that could create negative public reactions or increase the risk of accidents.
Authorities also called on self-drive vehicle rental businesses in the city to rent vehicles only to individuals who meet the legal requirements for operating motor vehicles, helping ensure traffic order and safety.
