Liliana Alcaraz and Francisco Cabrera used the arguments of Claudio Lovera, lawyer for Conmebol, chaired by Alejandro Domínguez, even to raid and violate protected records in the SIB. Justice was grossly subordinated to the interests of the sports organization.
On July 1, 2021, Claudio Lovera, lawyer for the Conmebol, chaired by Alejandro Dominguezsent the rationale to force discretionary access to records protected by the Superintendency of Banks (SIB). That same day, the then prosecutor Liliana Alcaraz and the agent Francisco Cabrera They transcribed the content of the document in an official document. The only contribution from the prosecutors was to add the institutional letterhead and their signatures.
The subordination of the agents, however, was not limited to that office. These same arguments were “traced” in the request presented on July 12, 2021 before the Criminal Court of Guarantees to support the search of the SIB headquarters.

Justice on demand
Both Alcaraz and Cabrera They followed Lovera’s instructions to the letter. The devastating evidence was captured in writings that turned out to be a “copied and pasted”.
The plot was so evident that even SIB officials – Gustavo González, Salvador Robustella and Franklin Boccia – were summoned following exactly the order and manner instructed by Domínguez’s lawyer.
On that occasion, on March 16, 2022, the officials excused themselves from attending. Currently, González and Robustella remain at the SIB, while Boccia resigned in August 2022 (five months later) to join the Vázquez SAE Group.

Another strong proof of justice by “order” is found in the testimonial record of the Conmebol lawyer, Monserrat Jiménez. where they forgot to get the order to include the Atlas Bank, exposing subordination.

For his part, prosecutor Francisco Cabrera tried to distance himself from the orders yesterday. “I was unaware of the sending of those emails“He stated. He defended the indictment by ensuring that it was the result of the work of his team.
However, when asked why the writings he signed with Alcaraz were an exact copy of the Conmebol orders, he limited himself to answering that he only verified whether the diligence was “relevant to the investigation.”
