    Why are the micro-hydroelectric plants built on Borijar canal not working?


    It has been more than a year since the construction of micro hydroelectric power stations on the banks of Borijar canal in Tashkent. The project, which was said to be completed in two months, has not yet started. According to the Ministry of Energy, the first station will be put into operation “soon”, while the construction of the second one has not yet started. “Technopark” started this project not to generate electricity, but to localize micro hydroelectric power stations.

    Kun.uzreceived a complaint about the non-operation of the micro-hydroelectric power plant built with state funds on the Borijar canal of Tashkent city.

    This micro hydropower plant has been under construction for more than a year, but it has not yet been commissioned and is not producing electricity.

    Project manager Ulugbek Yaqubov told “Uzbekistan-24” TV in early June 2025 in the interview He said that 57 kW and 105 kW micro hydroelectric power stations are being installed on the banks of the Bozsuv canal.

    “In total, our 162 kW power plants produce more than 1 million kWh of electricity per year. It will take us 2 months to complete the (construction) of the 57 kWh micro hydroelectric power plants on the Borijar channel.” Yakubov said.

    Ministry: The first station will be commissioned “soon”.

    This project is a part of the program of construction of about 3,000 micro hydroelectric power plants with a total capacity of 164 MW across the country. To this program according tomicro-hydroelectric power plants will be built at hundreds of promising points by the public and private sectors. State-built stations are sold to the private sector in the form of a “ready-made business” after commissioning.

    Ministry of Energy Kun.uzit is planned to build two micro hydropower plants with a capacity of 35 and 22 kW (the total capacity of the two is 57 kW, as mentioned above) in the Borijar canal in Tashkent. From this:

    • The construction of the first 35 kW station has been completed and is currently in test mode. The station will be commissioned soon.
    • For the second 22 kW station, equipment has been purchased and construction work is about to begin.

    According to the ministry, a total of five micro-hydroelectric power plants are planned to be built in the Bozsuv and Borijar canals of Tashkent city. These include 15, 22, 35 and 75 kW mini-stations based on the technologies of Turkish, Chinese and other foreign manufacturers.

    Who is building hydroelectric power plants in Borijar?

    President to the decree mainly, micro hydropower projects with a capacity of up to 5 MW should be implemented by private investors identified through an online auction. And the state undertakes to purchase electricity from them with a guarantee, so the investor who offers the lowest tariff in the electronic auction wins.

    However, the auction was not held for two hydroelectric power stations in the Borijar channel. This project is implemented by “Technopark” LLC, which belongs to the Tashkent city hokimity.

    According to the Ministry of Energy, five plots of land along the Bozsuv and Borijar canals were allocated to the Ministry of Energy on the basis of the right of permanent use by the decision of the mayor of the capital on October 14, 2025. Later, long-term lease contracts were concluded between the Ministry and “Technopark” LLC for these land areas.

    “The goal is not to produce energy, but to localize technology”

    Kun.uz In response to the request, “Technopark” LLC informed that the project is aimed at testing and localization of micro hydropower technologies rather than electricity production.

    According to the company, the experience of Turkey, the Czech Republic and China was studied for this. Cross-Flow, Archimedes turbines and other technologies are currently being tested locally.

    “Technopark” says that the main goal of establishing micro hydroelectric power plants in the canals of Tashkent is not to produce and sell electricity, but to determine the most optimal technologies for different water flows of Uzbekistan and then to localize the production of this equipment.

    The company announced that the cost of the first stage of the project is 6 billion soums and that it is financing all costs from its own funds.

    It was added that after the completion of the equipment testing, it is planned to offer the constructed micro HPP complexes to entrepreneurs through an auction in the form of a “ready-made business” in accordance with the procedure provided by the presidential decree.
