The UN Support Mission in Libya (UNSMIL) announced that the mini working group, known as the “4+4 Committee,” reached an agreement during its meeting in Rome on restructuring the board of the High National Elections Commission (HNEC).
UNSMIL said the committee recommended that the Attorney General nominate a member of the judiciary known for competence, integrity, and neutrality to chair the HNEC replacing Emad Al-Sayeh, to be appointed in accordance with the applicable regulations.
The committee also named Ali Al-Tayea, Haitham Al-Tabouli, and Ali Abu Salah representing the House of Representatives, along with Sana Al-Lishani, Badawi Mohammed, and Ali Al-Mabrouk representing the High Council of State, as members of the new HNEC board.
According to UNSMIL, participants stressed the need to end the political deadlock that has hindered progress in the electoral process, emphasizing the importance of responding to the will of the Libyan people. Around 2.8 million voters have registered in the electoral rolls to choose their authorities through the ballot box, UNSMIL remarked.
The mission noted that committee members discussed issues related to the electoral framework and agreed to continue consultations under its facilitation to reach consensual and implementable electoral laws.
Meanwhile, the head of the committee delegation representing the Government of National Unity, Walid Al-Lafi, said the outcome of the Rome meeting represents a positive and significant step toward overcoming one of the main obstacles on the path to elections.
He told local media that direct bilateral negotiations have proven to be the most practical and effective way to address political differences, noting that the current positive atmosphere is encouraging further progress in resolving obstacles facing the political process.
