T&T can no longer afford business as usual

T&T can no longer afford business as usual

Trinidad and Tobago’s economic conditions are far from ideal, and the 2027 Budget must be assessed against that reality. Political debate will inevitably focus on the failings of successive administrations, but the more important question is whether the measures now proposed can meaningfully improve the country’s economic prospects.

The world is more complex and uncertain than it was a decade ago, yet the structure of the T&T economy remains largely unchanged, with natural gas production and exports still critical. Economic diversification therefore remains urgent, particularly as countries confront climate change and the transition towards cleaner energy.

That transition requires new skills, investment and innovation. It cannot be business as usual. Recent global economic pressures have also reinforced the importance of food and energy security. For T&T, the challenge is particularly acute. While natural gas supports electricity generation and export earnings, the country imports the fuel that powers much of its transportation system.

Against this backdrop, the Government has chosen to maintain fuel subsidies while signalling its intention to reopen the refinery.

That approach raises important questions. Subsidised fuel does little to encourage conservation, efficiency or the development of alternatives. Similar concerns arise with heavily subsidised water and electricity. If T&T is serious about its climate commitments and reducing harmful emissions, renewable energy must become a more significant part of national development. Yet major initiatives, including the proposed solar energy project in Caroni, have failed to fulfil their promise.

The challenge is therefore not simply announcing renewable energy projects but establishing policies that ensure they are properly planned, financed and integrated into the national energy system. There is nothing inherently contradictory about continuing to export natural gas while accelerating the domestic adoption of renewable and more efficient energy sources. Indeed, reducing domestic dependence on hydrocarbons could strengthen the country’s long-term energy resilience while preserving valuable export resources.

    Digitalisation presents another test.

The budget identifies digital transformation as a mechanism for making life easier for citizens, but progress remains uneven. Changes within ministries have too often occurred in isolation rather than forming part of a coherent transformation of government services.

For citizens and businesses, routine transactions can still be unnecessarily cumbersome. Processes such as opening bank accounts, renewing insurance policies and retrieving electronically stored information from government registries remain more difficult than they should be.

Regulatory requirements are routinely cited as justification, but that does not remove the obligation of institutions and regulators to strike an appropriate balance between compliance and efficiency.

Ultimately, a budget cannot be judged by rhetoric, announcements or aspirations alone. The real test is implementation: whether projects are delivered, public services improve, investment becomes easier and government demonstrates measurable progress towards diversification, energy security and greater efficiency.

The 2027 Budget identifies some of the right challenges. What Trinidad and Tobago now needs is evidence that this time the response will be different.

Otherwise, it will simply be business as usual.
