Reassurances about fuel prices, deficits, and 9 priorities during 2027! – Al-Shorouk Online

In this context, the data presented on the draft Finance Law for the year 2027, which Al-Shorouk reviewed, reveal a tendency to continue strengthening the wage pool and expanding employment in a number of vital sectors, in conjunction with allocating more than 5.9 thousand billion dinars for employee expenses, opening tens of thousands of new financial positions, as well as taking care of employment in vacant positions and the financial impact of promotions and reviewing some compensatory systems.

The document indicates that user expenditures will amount, during the fiscal year 2027, to about 5.916.8 billion dinars in commitment licenses and payment appropriations, compared to about 5.768.8 billion dinars in audited appropriations for the year 2026, that is, an increase of approximately 148 billion dinars, or 2.6 percent.

Thus, employee expenses constitute about 33.1 percent of the total payment appropriations established within the framework of the state budget for the year 2027, which reflects the weight that wages and costs associated with employees occupy within public spending.

More than 82 thousand new financial positions

On the employment side, the document highlights the programming to open 82,940 additional financial positions during the year 2027, including 31,112 positions at the level of public institutions of an administrative nature. The national education sector tops the list of sectors benefiting from the new positions, with 46,223 positions, while the health sector benefits from 28,329 positions.

The rest of the positions are distributed, according to the data contained in the presentation of the draft finance law, among the sectors of higher education with 2,800 positions, finance with 2,518 positions, and national solidarity with 1,034 positions, in addition to 500 positions in the interior sector. The share of the national education sector, in particular, includes 7 thousand positions linked to a public institution that undertakes tasks related to the pedagogical and administrative character of educational institutions, and to the training product.

As for the health sector, the document indicates that 21,836 positions out of the total programmed positions will be allocated to the training product, which highlights the link of a significant portion of employment to the sector’s needs for human resources graduating from training courses.

125 A thousand positions between creation and employment

The process is not limited to new financial positions, as the document reveals expected employment during the year 2027 in 42,727 vacant positions, including 13,328 positions at the level of public institutions of an administrative nature. By adding the new financial positions with the vacant positions to be filled, the total number of positions that must be filled during the coming year reaches about 125,675 positions.

This comes within the framework of covering the new needs of the sectors, in addition to continuing to take care of the financial impact of the positions that were opened during the year 2026, especially in the sectors of national education, health, and civil protection. The document also indicates that the appropriations allocated for employee expenses will cover the periodic promotion of employees, as well as the residuals resulting from promotions and compensation, and the review of some compensation systems, which means that the increase in the wage mass is not only linked to new employment, but also includes the financial effects of professional developments. and compensation for employees.

The wage pool exceeds 6 thousand billion dinars

By calculating the wage pool for public institutions of an administrative nature, the total wage pool rises to about 6.087 billion dinars in the year 2027, of which 1.301.47 billion dinars are allocated to the wage pool for these institutions. According to the document, the wage pool represents about 34 percent of the state budget, recording an increase estimated at 161 billion dinars compared to the year 2026, when the wage pool at that time amounted to about 5.926 billion dinars, i.e. an increase of 161 billion dinars. About 2.7 percent.

These numbers reflect the continued allocation of a significant portion of budget resources to cover wages and costs associated with human resources, especially in sectors with a large labor density, such as education, health, and public administration.

858 A new unit requires management resources

In parallel with employment, the draft finance law allocated appropriations to cover the costs of running new structures and units. The appropriations allocated for administration expenses amounted to about 805.76 billion dinars in terms of commitment licenses and payment appropriations, an increase of 31.38 billion dinars, or 4.1 percent, compared to the audited appropriations for the year 2026. These appropriations include expenses for running public institutions of an administrative nature and similar institutions, amounting to 326.45 billion dinars.

The 2027 appropriations also take into account, according to the document, the public service needs associated with the eleven new states, in addition to 858 new units, whether related to institutions or structures, especially in the sectors of national education and higher education.

A budget of 17.8 thousand billion dinars

The documents presenting the draft finance law for the year 2027, which Al-Shorouk reviewed, reveal the features of the financial and economic framework within which the state budget will move during the next three years, amid expectations of continued growth of the economy outside of hydrocarbons, stability of the exchange rate, and a gradual decline in hydrocarbon exports, in exchange for an increase in budget expenditures and the continued allocation of significant financial envelopes for wages, social transfers, and investment.

Budget expenditures for the year 2027 are estimated at 17.882.6 billion dinars, increasing to 18.006.5 billion dinars in 2028, then to 18.978.2 billion dinars in 2029, with an average annual growth rate estimated at 2.3 percent during the period 2027-2029.

This path comes within an economic and budgetary framework prepared by the authorities for the same period, based on a set of assumptions, most notably the adoption of a reference price for oil at $80 per barrel, and a market price estimated at $70, with the expectation that the dollar exchange rate will stabilize within the range of 121 dinars per dollar.

According to the investment expenditure distribution table, commitment licenses for new structures amount to 2,856.07 billion dinars, or 90.6 percent, compared to 296.71 billion dinars for revaluation operations, or 9.4 percent.

As for payment appropriations, they are distributed between 1.348.25 billion dinars for new structures, 211.82 billion dinars for revaluation operations, and 2.165 billion dinars for programs being implemented, or 58.1 percent of the total mentioned in the table. Public institutions of an administrative nature and similar institutions allocate, within the framework of investment, 100.29 billion dinars as commitment licenses and 100.33 billion dinars as payment appropriations.

4.4 Thousands of billion dinars for transfers

Transfer expenses maintain an important weight in the budget, as the year 2027, according to the presentation, is estimated at 4,356.64 billion dinars in commitment licenses and 4,415.35 billion dinars in payment appropriations. These expenses relate mainly to the state’s contribution to economic and social activity, and to transfers of a social nature, the most prominent of which are the allocations directed to the National Retirement Fund at a value of 355.84 billion dinars, and the National Solidarity Fund at 94.31 billion dinars, as well as About 25.5 billion dinars to support unemployment.

The budget also includes 120 billion dinars to stabilize the prices of sugar, oil, and flour, in addition to other appropriations directed to various support and transfer mechanisms.

Transfers from individuals amount to about 2,434.15 billion dinars, while transfers to public institutions are estimated at 534.27 billion dinars, and transfers to local communities at 650.14 billion dinars. Transfers also include 303.88 billion dinars to institutions, 7.07 billion dinars to associations, and 31.83 billion dinars to international organizations and sports clubs, in addition to 301.3 billion dinars under other transfers.

838 One billion dinars for debt burdens

Among the most prominent figures that appear in the draft budget for 2027 is also the increase in the appropriations allocated to public debt burdens to 838 billion dinars, an increase of 271 billion dinars, or 48 percent compared to the revised appropriations for the year 2026. The largest share of these appropriations is directed to the interests of the internal debt, which amounts to 834.17 billion dinars, while 3.83 billion dinars are allocated to the interests of the external public debt.

Expenditures related to the state’s financial operations are estimated at 21.3 billion dinars, compared to 5.8 billion dinars in 2026, an increase of 15.5 billion dinars, or 267 percent.

Oil at $80…and petroleum collections will decline in 2027

At the level of economic framing, the forecasts for the period 2027-2029 adopt a reference price for oil at $80 per barrel, while the data on petroleum collection indicate adopting a reference price of $60 in calculating the oil revenues included in the budget.

Accordingly, it is expected that the budgeted petroleum collection will reach 2,652.3 billion dinars in 2027, before declining to 2,478.6 billion dinars in 2028, then rising to 2,624.3 billion dinars in 2029. According to the document, these estimates reflect a cautious approach to preparing the budget, given the international economic fluctuations.

As for fuel exports, they are expected to reach 88 million tons of oil equivalent in 2027, and 85.3 million tons in 2028, before rising to 87.8 million tons in 2029.

1.928 One billion dinars in consumption taxes

Regarding tax revenues, the document expects consumption tax revenues to reach approximately 1,928.1 billion dinars in 2027, rising to 2,021.7 billion dinars in 2028, then to 2,106.3 billion dinars in 2029, with an average growth rate estimated at 5.7 percent, driven in particular by the value-added tax and consumption tax. It is also expected that tax revenues on wealth and similar rights will reach 573.1 percent. One billion dinars in 2027, then 564.1 billion dinars in 2028, and 554.4 billion dinars in 2029. The state’s financial contributions revenues remain stable at about 934 billion dinars annually during the same period.

    Economic growth exceeding 4 percent

The government bases its budget expectations on the continued growth of economic activity, especially outside of hydrocarbons. Economic growth is expected to reach 4.2 percent in 2027, with the positive trend continuing during the subsequent period. The gross domestic product at current prices is expected to reach 53.122 billion dinars in 2027, 58.080.3 billion dinars in 2028, then 63.833.6 billion dinars in 2029.

As for the gross domestic product outside hydrocarbons, it is expected to reach 47.492 billion dinars in 2027, then 52.742.7 billion dinars in 2028, reaching 58.194.4 billion dinars in 2029. The document assumes a decline in the inflation rate to within 4 percent, with the level of budget spending rising by approximately 2.5 percent during the forecast period.

Housing, investment, and “adjustment.” About one million units

On the economic side, expectations are betting on the construction sector, which is expected to record an average growth of 5.3 percent during the period 2027-2029, driven by public and private investment. The housing programs also include programming approximately one million housing units, including 140,000 public rental housing units, 25,000 subsidized promotional units, 50,000 public promotional units, and 600,000 rural units, in addition to 200,000 subsidies for rural construction, as well as About the “Edit 3” program, the document indicates that its units are programmed to meet the demand for the rental sale formula.
