Bishkek (AKIpress) – President Sadyr Japarov signed the law “On state awards, honorary titles and state prizes of the Kyrgyz Republic.”
The law was adopted by the Jogorku Kenesh on March 19, 2026.
As explained in the Presidential Administration, the purpose of the law is to create a system of highest honorary titles reflecting the moral recognition of the merits of citizens to the state and society.
The law proposes the following:
1) approval of types of state awards, honorary titles and state bonuses while simultaneously improving their system by establishing 22 of the 46 existing types, in particular:
institution:
- state award of the first category – the Order of Erdik (without degrees);
- state award of the second category – Ardak medal;
- honorary title “Kyrgyz Republicsynyn Zharatmany”;
- honorary title “Kyrgyz Republicsynyn syimygy”;
preservation of honorary titles:
- “Kyrgyz Republicsyn el mugalimi”;
- “Kyrgyz Republicsyn el doctors”;
- “Kyrgyz Republicsyn el artists”;
- “Kyrgyz Republicsyn el zhazuuchusu”;
- “Kyrgyz Republicsyn el akyny”;
- “Kyrgyz Republicsynyn el surөtchusu”;
except:
- state award of a special category – degree of distinction of the Kyrgyz Republic “Ata Meken Baatyry”;
- state award of the first category – the Order of Danaker;
- state award of the first category – Order “Erdik” 3 degrees;
- state award of the second category – medal “Dank”;
- state award of the third category – Certificate of Honor of the Kyrgyz Republic;
- honorary titles of the second category “Honored”.
2) determination of the status of state awards, honorary titles and state prizes;
3) determining the procedure for submitting for state awards, honorary titles and state prizes;
4) determining the procedure for awarding state awards, conferring honorary titles and awarding state prizes;
5) securing the rights and obligations of persons awarded state awards, honorary titles and state prizes;
6) establishment of social guarantees for persons awarded state awards, honorary titles and state prizes by the President of the Kyrgyz Republic.
