In 2025, 343.8 billion drams were allocated to the RA Ministry of Territorial Administration and Infrastructure from the state budget for 135 measures implemented within the framework of 21 programs. Of that amount, 318.1 billion drams were allocated to spending programs, and 25 billion drams were included in deficit financing programs. As a result, the performance of the expenditure programs of the Ministry was 92.3 percent compared to the adjusted budget, and 101.8 percent compared to the budget approved at the beginning of the year.
In the reporting year, the ministry actually spent 27.3 billion drams or 9.4 percentage points more than in the same period of the previous year (in 2024).
At the joint session of the RA NA standing committees on territorial administration, local self-government, agriculture and environmental protection, and financial and credit and budgetary issues, discussions on the performance of the 2025 budget continued. At the session of June 12, Minister of Territorial Management and Infrastructures Davit Khudatyan presented the sectoral allocations and programs of his department.
102.7 billion drams were actually spent in the field of transport and road construction, which is 32.3 percent of the total expenses of the ministry. 3 programs with 25 measures were implemented within that amount. The largest share of expenses was allocated to the field of territorial administration, amounting to 155.7 billion drams or 48.9 percent of the total. 31.6 billion drams were spent in the field of energy and natural resources, which is 10 percent of the total costs, and 28.1 billion drams were allocated to the field of water management to implement 6 programs and 42 measures.
Davit Khudatyan answered the questions of the MPs, presenting additional information on the performed works. In particular, reference was made to the field of road construction, the current state of reservoirs.
