SAN MARINO – The Republic of San Marino adheres to the Saint-Denis Convention of the Council of Europe, the treaty that promotes an integrated approach to security, public order and hospitality during sporting events. The signature was placed on Tuesday 3 November 2026 by the Secretary of State for Sport Rossano Fabbriupon delegation from the Secretariat of State for Foreign Affairs, representing the Republic.
The signing took place at the Oceanographic Museum of the Principality of Monaco, during the official treaty ceremony organized as part of the events linked to the 19th Conference of Ministers responsible for Sport of the Council of Europe. The Secretary General of the organization was present at the ceremony, Alain Berset. On the same occasion the Andorra delegation also signed.
Adopted in 2016 and entered into force on 1 November 2017, the Convention (CETS no. 218) is based on three closely linked areas: physical safety of people, public safety and services intended for the public. The aim is to ensure safe, accessible and inclusive sporting events for spectators, participants and local communities.
The treaty provides for structured collaboration between public authorities, organisers, sports federations and spectators, overcoming a security model entrusted exclusively to the police. Risk prevention, coordination and international cooperation are considered central elements to protect people inside and outside the plants.
“Safety in sport does not end with the maintenance of public order: it begins with prevention, with responsible organization and the ability to make all the institutions and entities involved work together. With the signing of the Saint-Denis Convention, San Marino confirms its desire to contribute to a European model in which the protection of people and the quality of hospitality are an integral part of every event. We want sport to continue to be a place for meeting, participating and sharing its values, in a safe and respectful context for all”, he said. declared Rossano Fabbri.
The signature represents an institutional step to strengthen San Marino participation in European cooperation on sports safety. The process will be completed through the subsequent formal ratification process provided for by the laws of the Republic.
The signing also comes in the year of the tenth anniversary of the Convention, an opportunity to renew the commitment to promoting sporting events in which safety, prevention and hospitality proceed together.
