The Pacific Humanitarian Monitor (PHM) is a monthly open-source intelligence summary produced by the HADR Institute under the Pacific Hub Intelligence Program (PHIP).
The report monitors recent hazard events, humanitarian conditions, early warning signals, and operating environment changes across the Pacific Island states and Papua New Guinea.
The report combines three elements: the INFORM Risk Index as the annual disaster-risk baseline; the HADR Institute’s trigger framework and posture rules, which detect and express how the current situation deviates from that baseline; and a Fact, Comment and Assessment structure.
The PHM is intended to support disaster prevention, situational awareness, and humanitarian coordination and response across the full Prevention, Preparedness, Response, and Recovery (PPRR) cycle in Pacific Island states and Papua New Guinea.
