The Organisation of Eastern Caribbean States Pharmaceutical Procurement Service (OECS-PPS) is marking 40 years of helping Eastern Caribbean countries improve access to medicines and essential health supplies through regional cooperation.
Established on August 1, 1986, through a United States Agency for International Development (USAID)-funded initiative, the OECS-PPS became a fully self-financing unit of the OECS Commission in 1990.
What started with about 200 medicines and an annual procurement value of EC$2 million has grown into a service managing approximately 1,100 medicines and essential health commodities, with an annual procurement portfolio approaching EC$30 million, as per an OECS press release.
According to the OECS Commission, pooled procurement has helped Member States secure competitive prices, strengthen quality assurance and improve supply chains. The arrangement generates an estimated EC$5 million in annual savings, allowing governments to redirect resources toward national healthcare systems.
The service has also supported regional Essential Medicines and Essential Diagnostics Lists, laboratory systems, prescribing practices, pharmaceutical quality assurance and technical capacity in procurement and supply-chain management.
The Organisation said its work has extended into health emergencies. During the COVID-19 pandemic and other disease preparedness efforts, the OECS-PPS helped strengthen emergency supply systems and readiness. Through its partnership with Direct Relief, it has also helped pre-position and distribute emergency medicines and health commodities following hurricanes, disease outbreaks and other emergencies.
OECS Commission Director General Dr Didacus Jules said:
“For forty years, the OECS Pharmaceutical Procurement Service has stood as one of the Organisation’s most compelling demonstrations of the power of regional integration. It represents what is possible when our Member States act collectively to achieve outcomes that would be difficult to realise individually. Beyond the millions of dollars in savings, the true measure of the OECS-PPS lies in the confidence it gives our citizens that safe, quality and affordable medicines can be procured through a trusted regional mechanism.
The anniversary is being observed under the theme “Honouring Our Legacy: Inspiring the Future.” A staff consultation is planned for August 28, 2026, to reflect on the service’s achievements and future direction.
The OECS-PPS continues to support regional health security as Member States face emerging diseases, climate-related disasters and changing global pharmaceutical markets.
