MUSCAT: The Ministry of Housing and Urban Planning (MoHUP) continues to develop an integrated housing empowerment system. The system offers diverse housing options, enhances social housing programmes enabling citizens to choose housing solutions that meet their needs as well as expanding investment opportunities in government lands.
The ministry’s approach is based on empowering beneficiaries to choose the most suitable housing solution according to their needs through seven main services: ‘Choose Your Land’, ‘Plan Your Land’, ‘Obtain Your Land’, ‘Exchange Your Land’, ‘Integrated Residential Plans’, ‘Integrated Residential Neighbourhoods’, and ‘Future Cities’.
The system provides diverse options that meet citizens’ aspirations and contribute to building integrated urban environments that combine housing, services, and facilities thus enhancing quality of life and family stability.
These options enabled more than 15,000 families to choose land or housing units in 2025. The total number of beneficiaries of housing options between 2020 and the end of 2025 crossed 189,000 families.
Residential land was the most in-demand option representing 74.4 per cent of beneficiaries while developed residential land accounted for 25 per cent.
Regarding the empowerment of beneficiaries of social housing programmes, which aim to provide suitable housing for eligible families, 1,531 families benefited during 2025. A total of 700 homes were distributed to citizens, representing 46 per cent of the total approved projects, while another 831 homes, representing 54 per cent of the total, are currently under construction.
The ministry also adopted more flexible solutions to expedite families’ access to housing by expanding the purchase of ready-built homes. This constituted 42 per cent of all social housing projects in 2025, totalling 959 homes at the Sultan Haitham City projects and the Sorouh initiative, in addition to direct purchases from the local market.
From 2020 to 2025, more than 8,000 families attained housing stability through social housing programmes, with total allocations exceeding RO 200 million. This included the construction of more than 465 housing units at a cost exceeding RO 23 million, the provision of more than 540 housing units in partnership with the private sector, and the purchase of 270 housing units in future city and residential neighbourhood projects at a cost exceeding RO 11.8 million.
