Unlike other days, the virtual president of the Republic, Keiko Fujimoriarrived this Thursday at around 7:40 am at the Fuerza Popular location in San Isidro. The reason? A phone call he received from the Argentine head of state, Javier Milei. The latter, through his X account (formerly Twitter), reported on the communication and the coincidences they reached.
“I spoke today with Keiko Fujimori to congratulate her on her victory and open a new stage between Argentina and Peru, two sister nations that meet again on the path to freedom,” he wrote.
Milei stressed that he agreed with Fujimori Higuchi “on the need for more freedom, economic growth” and that both countries must fight against transnational organized crime.

The Argentine president considered that Peru, after Fuerza Popular’s victory at the polls, “joins the block of countries in the region that decided to stand up against socialism and work together in the defense of freedom.”

The virtual head of state also received a letter from the president of El Salvador, Nayib Bukele, through which he conveyed his “most sincere congratulations on the occasion of your election,” on behalf of his people, government and wife.
“This distinction constitutes an eloquent expression of the trust that the Peruvian people have placed in his leadership to lead the destinies of that sister nation towards greater levels of prosperity, stability and well-being,” he stressed.

Bukele also expressed his willingness for El Salvador and Peru to continue “strengthening the deep ties of friendship, cooperation and understanding that have traditionally united our people, for the reciprocal benefit of both nations.”
At the close of this report, the presidents of Chile, Ecuador, Paraguay, Bolivia, Honduras, the Dominican Republic and Costa Rica have welcomed Fujimori Higuchi’s victory. The elected president of Colombia Abelardo de la Espriella also did so.
And the United States government also congratulated the leader of Fuerza Popular “on her electoral victory.” “We look forward to deepening our long-standing partnership and building a safer, stronger and more prosperous future for both nations,” said the Office of Western Hemisphere Affairs of the State Department of that country.
The day before, the Ecuadorian head of state, Daniel Noboa, considered that the victory of Fuerza Popular means the entry of Latin America into “a new era.” “An era of firm leadership, brave decisions and governments committed to the future of their citizens. Congratulations Keiko Fujimori. Our countries have a historic opportunity to move forward together,” he wrote in X.
Fujimori Higuchi thanked Noboa for his message and said he shares his conviction that Peru and Ecuador “have a great opportunity to make joint efforts that contribute to the well-being of our people.” “And so we will do it,” he added.

The Freedom and Democracy Group – made up of 12 former presidents of Latin America and Spain – congratulated Fujimori Higuchi on her election as president of Peru. Through a statement, they noted that the result “represents a new opportunity to strengthen democracy, regain trust in institutions and move towards a development model” based on freedom, the rule of law and the security of Peruvians.
The former leaders – including Iván Duque (Colombia), Eduardo Frei Ruiz-Tagle (Chile) and Mauricio Macri (Argentina) – said they trust that Fujimori Higuchi’s government “will lead a stage of national reconciliation” and “will decisively confront organized crime.”
“And it will promote economic growth with social inclusion and defend, unambiguously, the independence of public powers, individual freedoms and the constitutional order,” they added.

The other former heads of State who sign the statement are Guillermo Lasso (Ecuador), Miguel Ángel Rodríguez (Costa Rica), Mario Abdo Benítez (Paraguay), Jamil Mahuad (Ecuador), Rafael Calderón (Costa Rica), Mariano Rajoy (Spain), Jorge Tuto Quiroga (Bolivia), José María Aznar (Spain) and Felipe Calderón (Mexico).
Fujimori Higuchi received senator-elect César Astudillo, former head of the Joint Command of the Armed Forces, this Thursday at the Fuerza Popular premises. Also to the comic and sonero actor Pablo Villanueva ‘Melcochita’, who publicly supported his candidacy and joined his team of representatives.
In the afternoon, he held a meeting with the mayor of Lima, Renzo Reggiardo, affiliated with Renovación Popular, the party of former presidential candidate Rafael López Aliaga.
In 2006, Reggiardo was elected congressman by the Alliance for the Future, a coalition that brought together the Fujimori parties.

In statements to the press, Reggiardo detailed the topics he addressed with Fujimori Higuchi: the prevention work of the Municipality of Lima against the El Niño phenomenon, especially the clearing works on the Lurín, Chillón and Rímac rivers, citizen security and the creation of a municipal police.
“(The virtual president) has seen favorably the proposal to create a municipal police force. We are going to work on it, on those objectives,” he said.
Reggiardo also said that he conveyed to the former congresswoman the greetings of López Aliaga, who is in Europe.
“We have discussed issues related to the projects that Lima has, we have congratulated her and we have wished her success, because the success of the president will be the success of the country. We need a country that grows and consolidates, that overcomes the lack of institutionality that we have had in recent years,” he remarked.
The Lima mayor said that he hopes that the Fuerza Popular government will put into operation the trains that López Aliaga’s administration and his brought to Peru from the United States.
“I am sure that Keiko Fujimori will have the height to put into operation a necessary means of mass transportation that is in good condition. This will allow one million people who live in eastern Lima to travel in a dignified manner,” he added.
Sources from El Comercio indicated that Elmer Cuba, former director of the Central Reserve Bank (BCR), would be being considered among the options that Fujimori Higuchi is studying for the leadership of the Ministry of Economy and Finance. However, the economist’s entourage indicated that he is in the United States for work issues and said that “they are rumors” that link him to the new government.

In 2016, Cuba joined the Fuerza Popular technical team in the second round against PPK. Then, with votes from Fujimorism, he was appointed by Congress as director of the BCR. (Photo: El Comercio Archive)
Other sources in this newspaper reported that it is unlikely that Luis Carranza, Minister of Economy and Finance during Alan García’s second government, will take over the MEF.
The same sources indicated that Carranza has family and work commitments that he cannot leave to return to the State.
They also indicated that, at the closing of this note, it cannot be ruled out that Marco Vinelli, coordinator of the Fujimori government plan and the transfer process, could be an option for the MEF.
Fujimori Higuchi also received at the Fuerza Popular premises the elected representative Carmela Paucará, a member of the Fujimori CEN, and the Spanish journalist and businessman Román Cendoya, who is one of his external advisors.
Cendoya, in statements to The Commercesaid that the priority of the Fuerza Popular government “will be to begin to fulfill the great promises that were made in security, infrastructure and rehabilitation of the State” during the electoral campaign. “It means launching the government and governing with the style of Keiko and the style of Fujimori,” he said.
When asked about the possibility of Carranza not assuming the MEF, Cendoya indicated that “there are enough prepared people”, within Fuerza Popular and close to the orange group, who “can carry out this work.”
“In Fuerza Popular there is a team, not just people (…) But I don’t have to rule out (Carranza) or any of the technical team, (the ministers) will be whoever they have to be,” he said.
The National Election Jury (JNE), through its press office, reported that this Friday it will announce the results of the second round of the presidential elections.
The plenary session of the JNE, chaired by Roberto Burneo, will be in charge of proclaiming the results of the elections in which the new president and vice presidents of the Republic were elected.
The public session will be held at noon and will take place at the Jesús María headquarters of the electoral body.
In statements to JNE Media, Burneo specified that “the minute after” the results are announced, the government of José María Balcázar and the new Executive, represented by Fuerza Popular, will be able to begin the process of transferring the mandate.
“Let us understand that with the proclamation, the transfer work can now begin. The minute after having proclaimed, both the Executive that is leaving and the team that is going to enter can now sit within the transfer commissions. It is a complex process, but it can be carried out between July 3 and July 28,” he expressed.
Sources from this newspaper indicated that the Fuerza Popular transfer teams would begin this process on Monday, July 6, when they appear at each ministry.
