    Karnataka SIR: Over 43.80 lakh voters to get notice; over 20 lakh flagged for ‘logical discrepancy’

    The Office of the Chief Electoral Officer, Karnataka, has identified more than 20.35 lakh voters whose enumeration forms contain “logical discrepancies”. These discrepancies or anomalies have been identified under nine categories. 

    Anomaly type  Category   What it means?
    Less than 15 years gap between progeny and parent   Progeny Age gap between a voter and parent, whose details are used to link voter with electoral rolls prepared during the previous SIR, is less than 15 years  
    More than 50 years of gap between progeny and parent   Progeny Age gap between a voter and parent, whose details are used to link voter with electoral rolls prepared during the previous SIR, is more than 50 years 
    Less than 40 years gap between elector and grandparent   Progeny Age gap between a voter and grandparent, whose details are used to link voter with electoral rolls prepared during the previous SIR, is less than 40 years 
    Different father name between current electoral roll and last SIR  Progeny Incorrect linkage if name of father as given in the current roll is different from as given the previous SIR. Also includes variations in spelling  
    Progeny age gap less than nine months   Progeny Age gap between a voter and another progeny (sibling) linked to the same parent in last SIR, is less than nine months  
    Progenies six or above   Progeny Voter linked as son/daughter with someone who is also claimed by six others as father 
    In progeny mapping, if parent is also present in current roll and was considered invalid, then all the mapped progenies with the last SIR record will also be having anomaly   Progeny If a person (parent/relative) with whom voter was linked was not part of the final roll after completion of SIR in that State
    Different self name in current and last SIR   Self  Mismatch between name is current electoral roll and in the previous SIR  
    Different father name in current electoral roll and last SIR in case of self  Self  Mismatch between voter’s father in current electoral roll and in the previous SIR 

    While the number of notices served over logical discrepancies will not increase — as the rolls were frozen on August 17, when the enumeration phase ended — the overall number of notices could still go up, as EROs/AEROs can issue notices at their discretion.

    Besides this, notices will be served to another 23.45 lakh people who could not find their own or their parents’ details in the 2002 electoral roll.

    Together, 43.80 lakh notices will be served across Karnataka, of which 24.05 lakh are concentrated in Bengaluru alone.

    Apart from Bengaluru, the districts reporting a high number of logical discrepancies include Mandya, Kolar, Dakshina Kannada and Chikkamagaluru. Mandya recorded 1.30 lakh discrepancies, more than the 1.12 lakh reported in BBMP South.

    The categories of anomalies include an implausible gap between a parent/grandparent and progeny, a parent who is also present in the current enrolment of an SIR State is considered invalid, resulting in anomalies for all progenies mapped to that parent’s last SIR record; and different father’s names in case of both progeny and self mapping.

    To whom notices are generated?  

    ERO/AERO can generate notice for three types of categories of voters in SIR 

    No mapping – Voter who was not part of last SIR and he is not a progeny of last SIR or he could not fill 2002 details – Mandatory notice 

    Discrepancies in mapping – Mandatory notice   

    Others – Who have given mapping details and there is no logical discrepancy – at ERO’s discretion

    Logical discrepancy

    In cases where a different name or father’s name is mentioned, “different” can also refer to a spelling variation between documents. For instance, if a person’s father’s name is misspelt and the spelling differs from that in the father’s own document, it too can be flagged as a logical discrepancy.

    Another peculiar category relates to progeny mapping. If a voter has linked themselves to a parent or relative who appears in the current enrolment of an SIR State but is later found invalid and excluded from the final electoral roll, all progenies mapped to that person’s last SIR record will also be flagged as anomalies. In other words, officials in the CEO’s office said that if a parent’s case is deemed suspect and the parent does not make it to the final roll, the same issue will extend to the progenies linked to them.
