Finance Minister Davendranath Tancoo’s 2027 Budget recognises an important reality: Trinidad and Tobago cannot rely indefinitely on declining energy revenues. The package promises support for vulnerable citizens, investment in communities and efforts to broaden the productive base of the economy.
Those priorities are welcome. But the real test of any budget is not the number of initiatives announced. It is whether they generate jobs, raise productivity and strengthen the country’s long-term financial position.
The challenges identified by the Finance Minister are serious. The economy contracted by 1.8 per cent in the first quarter of 2026. Foreign exchange shortages continue to frustrate businesses, while public debt remains elevated. These are not temporary concerns. They are structural weaknesses that have persisted for years and require sustained action.
One of the Budget’s strongest themes is diversification. Support for agriculture, assistance for farm businesses, expanded internships and investment in technical and vocational training all point in the right direction. However, programmes alone do not create growth. Training must lead to employment, internships must lead to careers and incentives must encourage private investment. Success should be measured not by participation rates but by jobs created and businesses expanded.
Energy remains central to the economy, and the proposed increase in production could bring much-needed revenue and foreign exchange. Yet, this is also the Budget’s greatest risk. Energy projects often take years to deliver results, and production setbacks could quickly undermine fiscal projections. Any recovery in the sector should be used to accelerate diversification, not delay it.
The Budget’s social measures will bring immediate relief. The $250 monthly increase in senior citizens’, public assistance and disability grants will help many households cope with rising living costs. However, these benefits come with a significant fiscal commitment. New spending must be accompanied by a clear and credible plan to ensure long-term sustainability.
The proposed fiscal responsibility framework and annual Fiscal Strategy Statement are positive steps. But transparency will be critical. The public should be able to track targets, assumptions and progress through regular reporting.
The Government is also seeking to strengthen revenue collection through improved tax administration and digital systems. That may improve compliance, but no amount of enforcement can substitute for a growing economy. Ultimately, sustainable revenues depend on businesses investing, producing and employing more people.
Foreign exchange remains another major concern. Increased injections into the banking system may provide temporary relief, but they do not address the root cause of the shortage. Lasting improvement will require stronger export earnings, greater productivity and reduced dependence on imports.
This year’s Budget identifies many of the country’s challenges and offers some practical responses. Its success, however, will depend on implementation. Trinidad and Tobago needs more than relief. It needs a clear path to growth. The Budget points in that direction, but it has yet to show convincingly how the destination will be reached.
