State faces massive challenge to ramp up scale despite softening rules on design standards

Nine out of 10 Irish developers are delivering fewer than 50 houses a year, new research has found, underlining the extent of the challenge facing Government in hitting its targets.
The small and “micro” developers typically operate within narrowly defined geographic areas and within certain market segments, according to the research by KPMG for Home Building Finance Ireland (HBFI), a state body.
