If someone were to open the files of environmental destruction in the south, they would find out that Lenc Gjikuria, the friend and mask of the oligarchs in looting the mountains and destroying the cultural heritage, has made the same forgeries as in Zvrnec.
For 6 years, in the archives of the IKMT and the State Police, there is a file with the object of the destruction of 137 hectares of forests in Mount Ilias-Dhermi, carried out by Lenc Gjikuria with forged permits and 6 ridiculous fines that cost him less than an apartment in Tirana.
For the discussion of the robbery of these mountainous lands, Lenc Gjikuria collaborated with IKMT, which during the years 2020-2026 fined 5 large companies with ridiculous amounts, among them Gjoka Konstruksion of Rrok Gjokes, Anchor Beton of Ard Kollçak, Eral Construction of Gramoz and Ervin Qendros and Beton Express of Mond Begos, which are throwing the inerts into the sea of Palasa, Drimadha and Dhërmiut.
But among all these, Ard Kollçaku occupies a special place in this network of destruction. Known in construction circles as the “laundering machine” of traffickers, Kollcaku has built his concrete empire on a dubious history of connections with people investigated for drug trafficking and money laundering. Through “Anchor Beton”, he is not only concreting the South coast, but according to SPAK, he has served as a legalization mechanism for the dirty capital that comes from the dark markets. While IKMT fines him ridiculous amounts, Kollçaku continues to expand the activity, knowing full well that the fines are simply the price of an unwritten permission to continue.
Immediately after the opening of the tourist season, IKMT began to fine these companies with ridiculous amounts to show that they “work”, but in fact they let them continue without any prohibition, with the agreement that Lenc Gjikuria would erode Mount Ilias up to the centuries-old churches and Ard Kollçaku would continue to clean traffickers’ money through concrete.
With 6 ridiculous fines signed in the years 2020-2026, during their government, IKMT kept their word and allowed Lenc Gjikuri and Ard Kollçak, the de facto godfathers of concrete and traffickers’ washing machines, to destroy 137 hectares of forests in Ilias and uncensored concretization of the coast.
While IKMT gave ridiculous fines for destruction in Iliaz and concreting in Palasa, through forged documents, false suspensions, non-acceptance of residents’ complaints and acceptance of false environmental reports, turning the fine into permission to continue.
Albanian justice finds it very easy to prove the destruction of the mountains from Lenc Gjikuria to Dhërmi, even in Palasa, Drimadhë, Borsh and Himarë; and Ard Kollçak’s role as a launderer of traffickers, confronting the files in the IKMT, the Environment Agency, the Prefecture of Vlora and the Southern cadastres, but also opening the money laundering files that connect Anchor Beton with well-known traffic names.
Likewise, the Iliazi quarry can also be investigated, where Gjikuria in 2026 started the activity with massive excavations, endangering not only the ecosystem, but the centuries-old Orthodox churches declared a national treasure, which tremble from the vibrations and dust of heavy machinery. The highest fine that Gjikuria has received for this destruction is 500 thousand old lek, while the profit from the erosion of the mountain is calculated in millions of euros.
