The Grenada Council for Technical and Vocational Education and Training (GCTVET) is inviting applications from suitably qualified candidates to fill the post of Project Officer at the Grenada National Training Agency (GNTA).
Job Objective
Under the direction of the Chief Executive Officer, the Project Officer is responsible for supporting the planning, coordination, implementation, and monitoring of projects and programmes undertaken by the Grenada National Training Agency (GNTA), particularly those related to Technical and Vocational Education and Training (TVET), workforce development, and skills enhancement. The role ensures that projects are delivered efficiently, meet established objectives, and align with national development priorities and GNTA’s strategic goals.
Key Functions and Duties
- Project Planning and Coordination
- Assist in the design and development of project proposals, concept notes, budgets, timelines and work plans
- Coordinate project planning activities in collaboration with internal departments and external stakeholders
- Ensure alignment of projects with GNTA’s strategic priorities and TVET policies
- Project Implementation
- Oversee day-to-day execution of assigned projects and initiatives in alignment with project schedule, budget and project plan
- Coordinate training programmes, workshops, and outreach activities under project portfolios
- Liaise with stakeholders, including training providers, consultants, and service providers to ensure timely delivery
- Monitoring, Evaluation and Reporting
- Track project performance against established indicators and targets
- Collect data, in collaboration with the Monitoring and Evaluation Officer, to support project monitoring and evaluation
- Collaborate with the Monitoring and Evaluation Officer to prepare periodic progress reports, briefs, and updates for management and funding agencies
- Support the M & E Officer in the development of project evaluation reports and lessons learned
- Ensure the achievement of project milestones in accordance with the project plan, schedule and quality requirements
- Stakeholder Engagement and Partnerships
- Lead the development of the NTA’s stakeholder engagement strategy
- Engage with government agencies, private sector partners, donors, and community organisations
- Facilitate consultations, meetings, and workshops with stakeholders
- Support the development and maintenance of strategic partnerships
- Represent GNTA in meetings and events as required
- Financial and Administrative Support
- Assist with project budgeting, procurement processes, and financial tracking
- Ensure proper documentation and record-keeping for all project activities
- Support compliance with donor requirements and GNTA policies
- Coordinate logistics for project-related events and activities
- Technical Support to TVET Initiatives
- Support the implementation of TVET programmes, including C/NVQ delivery, apprenticeships, and workforce development initiatives
- Assist in integrating emerging areas (e.g., green skills, digital skills) into project activities
- Collaborate with Quality Assurance, Standards, and Training Units to ensure programme quality of various projects
Qualifications:
- N/CVQ Level IV/ Bachelor’s Degree in Project Management, Business Administration or Management, Education, Development Studies, or a related field
- Minimum of 3–5 years’ experience in project coordination or management
- Experience in working in TVET, education, workforce development, or implementing donor-funded projects is an asset
- Training or certification in Project Management would be an advantage
