Starting from the 2026-2027 academic year, the subject “Fundamentals of Entrepreneurship” will be introduced in all higher education institutions in Uzbekistan. Through this, it is aimed to form business skills in students, introduce them to the available opportunities for entrepreneurship, and ensure youth employment.

It is reported that in 2026, 320,000 students are expected to graduate from the universities of the republic. As a result of the expansion of higher education coverage, the number of young professionals entering the labor market is also increasing. In this regard, special attention is paid to the issues of ensuring their employment, supporting business initiatives, and training personnel in accordance with the requirements of the labor market.

In the presentation, starting from the 2026/2027 academic year, it was proposed to introduce the teaching of “Fundamentals of Entrepreneurship” in all higher education institutions. Within the framework of this subject, students learn about the basics of doing business, project implementation, financial planning, and state support mechanisms in the field of entrepreneurship.
It is also planned to expand the practice of supporting students’ start-up projects, establishing spin-off enterprises, involving departments in close cooperation with production enterprises, and the practice of protecting graduation qualifications with the participation of employers’ organizations.

In addition, an initiative to introduce a targeted form of dual education aimed at training personnel based on the order of employers was also put forward. According to it, based on the agreement between the employer and the university, students are admitted and guaranteed employment after graduation.
The head of the state gave relevant tasks to the officials regarding the careful development of new mechanisms for ensuring the employment of graduates, wide involvement of young people in entrepreneurship and creation of additional jobs.
