Dennis A. Minott | What can go so, Dr Holness Government? | In Focus

A question now circulates through Jamaican public discourse with growing urgency: whose economic reality is NaRRA’s executive compensation package designed to serve? For a nation still struggling with hurricane recovery, its diaspora and those contributing to reconstruction, this is considerably more than a passing “tizzy”. It concerns the priorities governing the use of scarce public resources.

Retired Major General Antony Anderson, Chief Executive Officer of the National Reconstruction and Resilience Authority (NaRRA), receives a basic annual salary of $40 million. A potential 25 per cent performance-based gratuity would bring that amount to $50 million, before any separately valued motor-vehicle benefit. At approximately $158 to US$1, that represents potential annual cash compensation of roughly US$316,000.

For context, consider the Administrator of the United States Federal Emergency Management Agency (FEMA), which coordinates disaster relief across 50 states, several territories and tribal nations, with expenditure running into tens of billions of dollars. Against the US$228,000 statutory salary cited for that office, NaRRA’s potential annual cash compensation is approximately US$88,000 higher, a difference of nearly 39 per cent. (It is worth noting that the GAO reports the following staff complement, which I quote verbatim: “more than 20,000 people nationwide” and can swell to over 50,000 during major disasters. The GAO report says about 25,134 on average in FY2025.

Potential Jamaican compensation, including a performance gratuity, is being compared with an American basic salary. Even comparing basic salaries alone, however, NaRRA’s $40 million translates to approximately US$253,000, about 11 per cent above the FEMA figure.

Major General Anderson’s qualifications are not the issue. He is a former Chief of Defence Staff with extensive public-service experience. Disaster-recovery personnel deserve appropriate remuneration. The question is whether this particular package demonstrates proportionality, fiscal judgement and an adequate understanding of the circumstances of citizens still picking up the pieces.

    BENCHMARK QUESTION

The Government’s defence, that the package is commensurate with responsibility and internationally benchmarked, requires more than assertion.

Supporters argue that substantial public-sector salaries are necessary to attract capable leaders amid private-sector competition and international demand. That argument deserves consideration. Public responsibility does not eliminate the need to recruit expertise.

But an international benchmark must account for more than selected salary figures. Institutional scale, operational budgets, employment conditions, national economic capacity and the full composition of compensation all matter.

NaRRA has a demanding reconstruction mandate. Nevertheless, the Government must explain why its chief executive’s remuneration should exceed the cited basic salary of the head of a vastly larger disaster-management agency.

If domestic public bodies, including the National Housing Trust and the Port Authority, supplied the relevant comparisons, those comparisons should also be published and defended. Their continuing responsibilities, asset bases and revenue arrangements differ from those of a reconstruction authority administering resources for disaster recovery.

The public deserves to know which institutions were selected, why they were considered comparable and how the final figure was determined.

    HOW THE PENNY DROPS

The international comparison raises questions. The domestic comparison makes them immediately intelligible.

Using annual salaries of roughly J$3 million to J$4 million, a registered nurse in a public hospital would need approximately 12½ to 16⅔ years to earn J$50 million. A trained graduate teacher earning between J$2.8 million and J$3.5 million annually would require approximately 14 to 18 years.

Those are comparisons of gross earnings, before tax, and they do not capture every allowance or benefit. Nevertheless, the scale is striking: one year of the chief executive’s potential cash compensation represents well over a decade of basic earnings for many nurses and teachers.

Police officers and other essential public servants will recognise the same gulf, even though their individual remuneration varies with rank, experience and allowances.

A nurse working exhausting shifts amid shortages, or a teacher supporting children whose homes and schooling have been disrupted, needs no table to understand these proportions. Neither does a constable or sergeant risking life and limb daily in Jamaica’s wild places.

Different responsibilities justify different salaries. But the Government must explain the magnitude of the difference while asking essential workers and hurricane survivors to accommodate severe financial constraints.

The question is elementary: what principles govern restraint at the bottom and generosity at the top?

    MISPLACED PRIORITIES

The compensation controversy also sits alongside NaRRA’s accommodation costs. Its proposed five-year headquarters lease in the downtown Kingston Digicel building carries a reported annual cost of $115 million. Over five years, that amounts to $575 million, approaching $600 million before any additional costs.

Following public criticism, the Government agreed to review its space requirements. Prime Minister Holness nevertheless warned that scaling back would affect delivery and slow the roll-out of projects.

That warning raises an obvious question: how thoroughly were accommodation needs, costs and alternatives assessed before the arrangements were advanced?

An effective reconstruction authority needs suitable premises, competent staff and reliable systems. Those requirements must be justified against the urgency of repairing homes and restoring livelihoods. The government should demonstrate how its administrative choices support delivery and why less expensive alternatives would be inadequate.

Public scepticism also reflects experience with major projects whose costs and completion schedules have shifted substantially. Where comparisons involve revised scope, financing or construction costs, those distinctions must be made clear. Still, Jamaicans are entitled to demand credible budgets, transparent procurement and measurable results.

Their concern is reasonable: will another institution acquire expensive administrative machinery while assistance reaches distressed communities too slowly?

    TRUE BURDEN OF PROOF

Describing this controversy as a “misstep in communication” does not resolve it. Communication can explain a sound decision. It cannot supply the justification missing from an unsound one.

The central issue is the package that was approved, the evidence supporting it and the priorities it expresses.

Publishing NaRRA’s corporate plans and operational budgets is welcome. The next requirement is to connect expenditure to results: homes repaired, projects completed, communities protected and assistance delivered within publicly stated deadlines.

Performance-related remuneration should have clear, demanding and disclosed conditions. Citizens should be able to understand what must be achieved before a gratuity becomes payable.

The responsibility rests with those who approved these arrangements to demonstrate that the compensation and overheads are necessary, proportionate and productive.

Leadership requires priorities that reflect the country’s circumstances. While hurricane survivors await shelter repairs, every administrative commitment must withstand exacting scrutiny.

Every dollar spent on administration must demonstrate its value in Jamaica’s recovery.
