A regional initiative aimed at modernizing technical and vocational education across the Caribbean has come to a successful close, leaving behind a sustainable framework to support digital learning and strengthen workforce development throughout the region.
According to a CARICOM press release, the Digitalisation of Technical and Vocational Education and Training (TVET) Delivery Project has demonstrated how regional collaboration can create practical, home-grown solutions that meet the unique needs of Member States.
Speaking during the project’s virtual closing ceremony held a few weeks ago, Dr. Denise Stoney-James, Deputy Programme Manager for Education at the CARICOM Secretariat and Project Manager for the initiative, said the project was designed to provide a regional response to the growing demand for digital transformation in education.
“CARICOM [Technical and Vocational Education and Training – TVET] institutions needed a practical, regionally owned pathway to accelerate digital transformation, not borrowed models, but solutions built for CARICOM Member States.”
She said the initiative illustrates the benefits of pooling regional expertise to achieve a common objective.
“This initiative sought to harness digital technology to transform Technical and Vocational Education and Training across the Caribbean. It reflects the power of regional cooperation and the importance of solutions tailored to our own realities.”
CARICOM says the project was implemented through a trilateral partnership involving the CARICOM Secretariat, the Brazilian Cooperation Agency, and several regional institutions.
As part of the initiative, three online learning units were created specifically for CARICOM learners. At the same time, instructors, monitors, instructional designers, and focal points from Barbados, Grenada, Jamaica, and Trinidad and Tobago received specialized training to equip them to continue delivering digital instruction long after the project’s completion.
The project also emphasized the development of learning resources that reflect the Caribbean experience. Digital course materials featured CARICOM instructors and examples relevant to local communities, while technical infrastructure and governance systems were established to support long-term implementation.
To reinforce national ownership, the courses were integrated into each participating country’s own learning platforms. The project also introduced incentive programmes aimed at encouraging greater participation by women and marginalized groups. In addition, regional exchanges and communities of practice were established to foster collaboration and knowledge-sharing among educators and institutions.
As per the CARICOM Secretariat, the project has already delivered meaningful results. Digital delivery capacity was significantly strengthened, with all four pilot countries successfully integrating the new systems into their national platforms.
The Secretariat said the initiative also created a sustainable, country-owned model that reduces reliance on external assistance while improving institutional resilience. It added that the technical and institutional foundation developed through the project positions it for further expansion, with additional CARICOM Member States already expressing interest in adopting the model.
Reflecting on the project’s long-term significance, Dr. Stoney-James said its impact extends beyond its immediate accomplishments.
“The project not only delivered immediate results but also created the conditions for sustainable expansion, positioning CARICOM TVET systems to meet the demands of a rapidly evolving digital economy,” she stated.
She also highlighted one of the project’s most important lessons, noting that lasting digital transformation depends not only on introducing new technology but also on ensuring institutions are prepared to manage and sustain it.
“Sustainable digital transformation depends not only on the solutions we build, but on the capacity of institutions to adopt, own, and sustain them over time,” affirmed Dr. Stoney-James.
