Cafe Momus, the bar on “Panorama” Street, is the main base from which the Albanian partners of the Italian Alessandro Ungaro operate, right next to the SPAK building. After the landing of the Germans and Austrians, when many call centers fell like towers of cards, an Italian mobster continues to laugh quietly. Alessandro Ungaro, the founder of Smartcom and the architect of an entire illegal Forex empire, no longer acts with his hands.
Through Albanian “students”, he continues the operation from the luxurious offices of “Panorama” Street, right next to the SPAK building and the National Bureau of Investigation (BKH). Alessandro Ungaro, Italian citizen born on September 2, 1958 in Montignoso of Massa-Carrara, is the undisputed emperor of the Albanian Forex. Upon arriving in Albania in 2013, he founded Smartcom, the first company that would serve as a cover for a fraudulent activity that would last more than a decade. But after numerous strikes and partial withdrawal from the administrators directly, the “empire” did not disappear. He just changed tactics.
His former Albanian employees and associates, identified as BM and AR and well trained in the art of deception, have taken over the direction of field operations. These “students” turned into call center bosses continue the same fraudulent activity, with the same unrealistic promises: deposit 250 euros and become a millionaire. Their main base is Cafe Momus, a bar on Panorama Street, but MOMUS, LIS Medical and Skydental are also located in the same complex. All these companies are connected to the same network, they all operate under the shadow of Albanian justice, neighbors with SPAK and BKH.

Ungaro is not just an Italian businessman. The architect of an entire network of companies, spread between Albania and Cyprus, that function as a labyrinth to hide money and avoid the law.
In Cyprus, Ungaro registered SMARTCOM PROMOTING (CYPRUS) LTD, an offshore company closely related to Capital Index (Cyprus) Ltd., Green Cola Ltd., MAP Corporate Services and PMG Islandserve Nominees Ltd. The names of D. Plati and SP appear in this network, as nominees and administrators of companies that serve as a cover for millions of euros circulated out of control.
In Albania, Ungaro founded in 2016 AM Holding, the holding structure over the entire empire. Through it, entire companies are controlled, directly or indirectly. But his name officially appears as an administrator only in Kokoshka. The rest of the network is maintained through other persons: DK, SM, AM, BM, AR
Five different companies in Tirana, all related to unlicensed telemarketing and financial brokerage. Tens of millions of euros circulated every year. Hundreds of tracings by the FBI, FIU and European Community institutions. The activity of financial brokerage is carried out without a license from the AMF, while the registration of the “brokering” object in the CKB is suspected to have been done with the knowledge of a corrupt employee.
And yet, the empire stands.
Ungaro has survived numerous stakes. He saw how the other call centers collapsed after the landing of the German and Austrian investigators, but the “emperor” and his “students” continue to operate from Panorama Street, almost next to the building where SPAK and BKH are located.
For this reason, it is not known how long the emperor will continue to laugh in silence, or if SPAK will finally take concrete actions against a network that operates openly in the heart of Tirana. / Pamphlet
