ADB launches Pacific Approach 2026–2030 to build resilience in 12 Pacific island countries

    in Marshall Islands

The Asian Development Bank (ADB) has launched a new five-year strategy, the Pacific Approach 2026–2030, to strengthen resilience and expand economic opportunities across 12 Pacific island countries (PIC-12). The initiative will guide ADB’s partnership with Cook Islands, Kiribati, the Marshall Islands, the Federated States of Micronesia, Naoero, Niue, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Announced on 21 October 2026, the strategy responds to development challenges that ADB describes as including very high exposure to climate-related disasters, high costs of delivering services, and constrained institutional capacity. ADB said it will use a more differentiated and flexible way of preparing and implementing operations for smaller, dispersed Pacific economies.

Background: a push for tailored support in small economies

ADB says Pacific island economies face risks and constraints that do not fit a one-size-fits-all model. In its description of the PIC-12 context, ADB highlights disaster exposure linked to climate change, the cost burden of service delivery across small and remote geographies, and limited institutional capacity.

To address these factors, the Pacific Approach is intended to adapt delivery arrangements to country circumstances and to promote regional solutions. ADB said collective action across shared challenges can strengthen institutions and improve economies of scale.

Three priorities for resilience and economic opportunity

ADB will invest in a “resilient Pacific” through three interconnected priorities.

First, it will aim to expand economic opportunities by strengthening management of public resources, deepening integration with regional and global markets, and improving trade, finance, and investment conditions. ADB also said it will work to improve business environments to enable private sector investment and create jobs.

Second, the strategy will support thriving communities by improving access to essential health, education, and other services. ADB also cited strengthening social protection, skills and economic opportunities, and helping vulnerable households and communities better withstand and recover from shocks.

Third, ADB will focus on sustainable infrastructure to support a shift to clean energy. It will also strengthen transport systems connecting communities and services to markets, and support resilient urban and municipal infrastructure and services such as water supply, solid waste management, and urban roads.

    Implementation approach and capacity development

ADB said the Pacific Approach will strengthen project preparation and implementation across its portfolio. The bank also plans to prioritize sustained capacity development, use “fit-for-purpose” implementation arrangements, and ensure realistic provisioning for operation and maintenance.

ADB added that it intends to invest in longer-term programs combining financing with policy reform, institutional strengthening, and workforce development. For infrastructure, ADB said it will apply the Pacific Quality Infrastructure Principles, including emphasis on local content, value for money over asset life cycles, climate resilience, governance and safeguards, and appropriate private sector investment.

Current scale of ADB engagement in the PIC-12

ADB reported that its active portfolio across the 12 Pacific island countries reached $1.9 billion across 80 projects at the end of 2025. The bank said this is higher than $454 million across 35 projects at the end of 2015.

In launching the Pacific Approach, ADB also highlighted its partnership model with Pacific governments and other development partners, saying it will leverage expertise and resources for Pacific-led priorities.

Why the strategy matters for development practitioners

For NGOs, funders, and civil society organizations working in the Pacific, the Pacific Approach signals how a major multilateral lender intends to adapt program preparation and implementation to small island contexts. It also underscores three issue areas likely to shape partnerships over the period—economic opportunity, social services and shock resilience, and infrastructure tied to clean energy and urban resilience.

    Key Details

    • Initiative or programme: Pacific Approach 2026–2030 (five-year strategy)
    • Lead organization: Asian Development Bank (ADB)
    • Partners: Partnership with Pacific governments and development partners (as described by ADB)
    • Funding amount: Not specified for the new strategy in the provided source
    • Geographic focus: 12 Pacific island countries (PIC-12): Cook Islands, Kiribati, Marshall Islands, Federated States of Micronesia, Naoero, Niue, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu
    • Target groups: Vulnerable households and communities; communities needing improved access to essential health and education services (as described by ADB)
    • Duration or timeline: 2026–2030
    • Expected reach or outcomes: ADB cited an active portfolio of $1.9 billion across 80 projects across PIC-12 at end of 2025; strategy priorities include economic opportunities, thriving communities (health, education, social protection, skills), and sustainable infrastructure (clean energy, transport, water, solid waste, urban roads)

    Why This Matters

The Pacific Approach 2026–2030 offers development organizations a clear view of ADB’s near-term priorities across the Pacific—jobs and market integration, improved access to health and education alongside social protection, and infrastructure designed for climate resilience. For NGOs and civil society partners, this can inform program alignment with financing and implementation patterns that ADB described as more differentiated and flexible for small, dispersed economies.

The strategy also points to practical partnership opportunities in areas such as capacity development, longer-term programs combining financing with policy and workforce strengthening, and infrastructure delivery that considers local content and operation-and-maintenance needs. Since ADB reported growth in its PIC-12 portfolio since 2015, NGOs may also anticipate continued demand for technical and community-facing inputs—particularly where services and recovery from shocks affect vulnerable households.
