    The second part of the discussions on the regulation of exorbitant dues in the Turkish Grand National Assembly has been completed.

    The General Assembly of the Turkish Grand National Assembly convened under the chairmanship of the Deputy Speaker of the Parliament, Tekin Bingöl, to discuss the ‘Law Proposal on Amendments to the Land Registry Law, Some Laws and the Decree Law No. 375’, which also includes regulations on exorbitant site fees.

    The proposal was made after discussing the off-agenda speeches, the 1-minute speeches of the MPs, the evaluations of the group deputy chairmen and the proposals submitted by the political party groups to the Presidency of the Turkish Grand National Assembly.

    Discussions on the entire second part of the proposal have been completed.

    ‘THEY ARE REMOVING THE IDENTIFICATION SO THAT IT CANNOT BE SEEN WHO HAS GOT THE TENDER’

    Speaking for the second part of the proposal, New Path Party Hatay Deputy Necmettin Çalışkan said: “With the law, we are moving step by step towards the state of law. There is the Constitution, laws and courts. Although the inheritance certificate is only a document issued by court decisions, TOKİ will receive the direct inheritance certificate for the first time. TOKİ is exempt from stamp duty. Why is it exempt? If the stamp tax is not needed by this budget, remove it from small contractors. Apparently, this has been put in place to defend the big contractors who get work from the government. We see the same thing on the nameplate of the building. Throughout history, this nation is accustomed to the fact that in front of any building, the responsible contractor, architect, Scientific, responsible, all of these are written at market value. Why is this removed? What kind of public benefit will you gain by removing this tag? Since the same people get the tender, they make people count those names so that they cannot be seen. he said.

    ‘THE NEXT LAW IS FACED BY US BECAUSE THE ECONOMIC PROGRAM IS BANKRUPTCY’

    İYİ Party Balıkesir Deputy Burak Dalgın said about the proposal: “The law in front of us, the Concession Law that will come to the Planning and Budget Commission tomorrow, and many other laws are all coming before us for a single reason: The economic program is bankrupt. I ask you what sense there is in talking about these laws without talking about the real root cause. The collapse of the economic program was revealed once again during the visit of the Central Bank Governor to our Parliament today. The inflation data and other data really show that this program does not work. It does not work for Balıkesir, it does not work for Konya, it does not work for Trabzon.” “It does not work for Diyarbakır, otherwise we have a program that works very well for London, New York and Hong Kong. But of course, we clearly see that the program does not work because our agenda is the table of our citizens, the counter of our industrialists, the fields of the farmers and the safe of the SMEs.” he said.

    ‘ORDER WILL COME TO THE CONSTRUCTION INDUSTRY WITH CHANGES’

    MHP Ordu Deputy Naci Şanlıtürk stated that with the proposal, earthquake safety, fire safety of buildings, ground survey and analysis studies, regulations for site management, and arrangements will be made in the ‘Condominium Law’ and the ‘Zoning Law’. “In our country, which is on the earthquake zone, it is aimed to make our new buildings and existing building stock earthquake resistant. As a nation, we have paid and are paying very serious prices as a result of our houses not being earthquake resistant. We lost more than 53 thousand people in the February 6 earthquakes we last experienced, I wish God’s mercy on all of them. Our existing houses also need to be made earthquake resistant. With these changes, hopefully, an order will come to our construction industry and the construction of more durable and solid buildings will be ensured.” “will be” he said.

    ‘THE GOVERNMENT HAS MADE THE ILLEGALITY OF THE Omnibus Law A TRADITION’

    DEM Party Hakkari Deputy Vezir Coşkun Parlak spoke about the proposal as follows;

    “The government has made the omnibus law illegality a tradition; this bill constitutes one of these unlawful examples. As long as you insist on these unlawfulnesses, we will continue to insist on our democratic objection. It is not right to make legal regulations on issues that concern the future of a professional group without consulting them. What needs to be done is to make the regulations affecting the personal rights, working conditions and employment areas of the professional group in consultation with them. There are serious regulations in this bill that concern the working areas of geological engineers. While preparing the proposal, geological engineers, Geological Engineers Was it very difficult to involve the Chamber of Geological Engineers and the relevant experts? According to the studies carried out by the Chamber, if this bill becomes law, 2 thousand people and 7 thousand geological engineers in the institutions will be in danger of becoming unemployed. According to the regulations in the 21st article of the proposal, you do not need to be a geological engineer to establish a soil and foundation survey organization. However, who will do the ground and foundation survey organization? “This is an important issue that concerns the field of engineers. How can you take this authority and field away from engineers?”

    ‘WITH THE PROPOSAL, THE WILL OF THE ELECTED PEOPLE WILL BE Narrowed’

    CHP Ordu Deputy Seyit Torun stated that local democracy and property rights would pose great threats due to the proposal. “You are already making the authority of the municipalities less competent and shaking them in your mind. Unfortunately, you do not approve the projects of our municipalities with cheap and long-term loans from abroad, you want our municipalities not to provide services to the citizens, but to be discredited. You are trying to design against our mayors with the stick of the judiciary, but you still cannot come to your senses; you did not learn from the 2019 local elections, you lived in 2024, unfortunately you do not learn from the 2024 elections, the next one “You will face a much more severe defeat in the elections and our nation will hold you to account at the ballot box. They will hold you to account in such a way that you will refrain from even saying that you are a member of the AK Party. With this bill, authority will be taken from the local authority, it will be gathered at the center, the will of the elected people will be narrowed, and the bureaucracy appointed from the palace will be given authority after authority.” made his assessment.

    ‘WE ARE TAKING IMPORTANT STEPS IN TERMS OF SOCIAL HOUSING POLICIES’

    AK Party Ardahan Deputy Kaan Koç, “The bill is an important regulation that aims to make public services faster and more effective by implementing some structural improvements needed by the public. The data-based, digital and integrated structure in real estate management is strengthened and inter-institutional coordination is increased. With this, it is aimed to use public resources more effectively and efficiently while accelerating decision-making processes. We are also taking important steps in terms of social housing policies. Accelerating the processes carried out for TOKİ, reducing bureaucratic burdens and increasing production capacity will provide significant convenience, especially for our low- and middle-income citizens. Likewise, disaster disasters “Making post-post-reconstruction processes more effective will both increase the intervention capacity of our state and contribute to our citizens rebuilding their lives more quickly. In this respect, our proposal is an important step that strengthens the principle of the social state.” he said.

    GENERAL ASSEMBLY CLOSED

    With the completion of the discussions on the entire second part of the proposal, Deputy Speaker of the Assembly Bingöl closed the assembly to meet on Thursday, May 5.
