The General Assembly of the Turkish Grand National Assembly convened under the chairmanship of the Deputy Speaker of the Parliament, Tekin Bingöl, to discuss the ‘Law Proposal on Amendments to the Land Registry Law, Some Laws and the Decree Law No. 375’, which also includes regulations on exorbitant site fees.
The proposal was made after discussing the off-agenda speeches, the 1-minute speeches of the MPs, the evaluations of the group deputy chairmen and the proposals submitted by the political party groups to the Presidency of the Turkish Grand National Assembly.
Discussions on the entire second part of the proposal have been completed.
‘THEY ARE REMOVING THE IDENTIFICATION SO THAT IT CANNOT BE SEEN WHO HAS GOT THE TENDER’
Speaking for the second part of the proposal, New Path Party Hatay Deputy Necmettin Çalışkan said: “With the law, we are moving step by step towards the state of law. There is the Constitution, laws and courts. Although the inheritance certificate is only a document issued by court decisions, TOKİ will receive the direct inheritance certificate for the first time. TOKİ is exempt from stamp duty. Why is it exempt? If the stamp tax is not needed by this budget, remove it from small contractors. Apparently, this has been put in place to defend the big contractors who get work from the government. We see the same thing on the nameplate of the building. Throughout history, this nation is accustomed to the fact that in front of any building, the responsible contractor, architect, Scientific, responsible, all of these are written at market value. İYİ Party Balıkesir Deputy Burak Dalgın said about the proposal: “The law in front of us, the Concession Law that will come to the Planning and Budget Commission tomorrow, and many other laws are all coming before us for a single reason: The economic program is bankrupt. MHP Ordu Deputy Naci Şanlıtürk stated that with the proposal, earthquake safety, fire safety of buildings, ground survey and analysis studies, regulations for site management, and arrangements will be made in the ‘Condominium Law’ and the ‘Zoning Law’. “In our country, which is on the earthquake zone, it is aimed to make our new buildings and existing building stock earthquake resistant. It is not right to make legal regulations on issues that concern the future of a professional group without consulting them. What needs to be done is to make the regulations affecting the personal rights, working conditions and employment areas of the professional group in consultation with them. There are serious regulations in this bill that concern the working areas of geological engineers. While preparing the proposal, geological engineers, Geological Engineers Was it very difficult to involve the Chamber of Geological Engineers and the relevant experts? According to the studies carried out by the Chamber, if this bill becomes law, 2 thousand people and 7 thousand geological engineers in the institutions will be in danger of becoming unemployed. According to the regulations in the 21st article of the proposal, you do not need to be a geological engineer to establish a soil and foundation survey organization.
