The size of state duties for migrants in Russia may increase 10–12 times. On April 27, the Russian government approved the corresponding bill from the Ministry of Finance. The increase will affect the issuance of invitations to enter, residence permits and citizenship.

Thus, the fee for foreigners and stateless persons for obtaining a residence permit will increase from 6 thousand to 30 thousand rubles, that is, by 400%writes Izvestia.
According to the amendments, the fee for obtaining Russian citizenship and exiting it will increase from 4.2 thousand to 50 thousand rubles.
The cost of an invitation to enter will increase from 960 to 8 thousand rubles, a regular visa – from 1.2 thousand to 2 thousand rubles, a multiple-entry visa – from 1.92 thousand to 6 thousand rubles.
A temporary residence permit may rise in price from 1.92 thousand to 15 thousand rubles, a residence permit – from 6 thousand to 30 thousand rubles.
For foreign students, registration of temporary residence will cost 8 thousand rubles instead of the previous 1.92 thousand.
It is also proposed to increase the duty for attracting foreign workers from 12 thousand to 15 thousand rubles.
New types of fees will be added – replacement of a residence permit (6 thousand rubles) and for issuing a duplicate of a temporary residence permit, including for educational purposes (5 thousand rubles)
According to the financial and economic justification, the expected volume of additional federal budget revenues from the increase and introduction of new state duties in the field of migration will be about 7.9 billion rubles from July 1, 2026, and about 15.8 billion rubles from January 1, 2027. per year writes RBC.
The bill provides for an exemption from paying fees for the admission of citizenship to stateless persons (former citizens of the USSR), as well as participants in the State Program for the resettlement of compatriots and members of their families.
In addition, foreigners who have entered into a contract for service in the Russian Armed Forces during the Northern Military District (for a period of one year) and members of their families are exempt from paying fees for admission to citizenship and issuance of residence permits. The explanatory note to the bill notes that the increase in duties is associated with significant expenses of the Ministry of Internal Affairs for verification activities, as well as for maintaining a database of foreign citizens and their migration statuses. In addition, the authors of the initiative point out that in other countries, fees for processing documents for entry and stay of foreigners are higher than in Russia, and can reach €90.
Experts warn that such a sharp increase in fees could increase shadow employment, complicate the hiring of workers and reduce the attractiveness of Russia for foreign students and specialists.
