The Tunisia–Libya–Algeria tripartite ministerial meeting, held in Tripoli, was marked by the signing of the constitutive act of a permanent consultation mechanism on groundwater in the northern Sahara, aiming to strengthen coordination and promote sustainable management of these resources.
In this regard, the “Tripoli Declaration” establishes the commitment of the three countries to intensify technical and scientific cooperation and to guarantee equitable exploitation of groundwater. The work also resulted in the adoption of the internal regulations of the body, the approval of its financial contributions and the designation of Algeria as its president.
The participation of the Tunisian Minister of Agriculture, Ezzeddine Ben Cheikh, is part of a dynamic of consolidation of regional cooperation in the management of water resources, with the objective of strengthening water security and sustainable development. On the sidelines of the meeting, bilateral exchanges with the Libyan side focused on strengthening cooperation in the fishing and aquaculture sectors.
Tunisia ratified the agreement creating a consultation mechanism relating to common groundwater in the northern desert, linking Tunisia, Algeria and Libya, under a decree promulgated in January 2025.
This text ratifies the agreement signed on April 24, 2024 in Algeria, establishing this tripartite cooperation framework.
Furthermore, the declaration resulting from the Tunisian-Algerian-Libyan consultative summit, held on April 22, 2024 in Tunis and bringing together the heads of state of the three countries, noted the establishment of a joint working group responsible for developing mechanisms for the launch of joint projects and investments, as well as the acceleration of the operationalization of the system for the concerted exploitation of shared water tables in the northern desert.
