Ukrainian prosecutors said they had exposed a network linked to Russian special services involving citizens of various countries, including Georgia, that allegedly planned serious crimes such as contract killings, sabotage, and provocations across several European Union member states.
According to an April 27 statement by the Prosecutor General’s Office of Ukraine, “preparations for serious and especially serious crimes in EU countries were stopped” in an international operation, as part of which “executors, intermediaries, and individuals coordinating and financing this activity have been identified.” The statement said that since August 2024, the representatives of Russian special services, “operating from the territory of other states and using controlled intermediaries, organized activities aimed at preparing violent crimes in European Union countries.”
“One of the key areas was the preparation of contract killings in the Republic of Lithuania,” the statement said, adding that it involved possible targets of “a Russian public figure who had received political asylum in Lithuania and a Lithuanian citizen known for supporting Ukraine,” and that the network “collected detailed information about their places of residence, movement routes, daily schedule, and other data necessary for preparing an attack.”
“Citizens of various countries, including Ukraine, Russia, Belarus, Georgia, Latvia, Moldova, and Greece, were involved in carrying out these tasks. Some conducted external surveillance, others searched for executors, while others were responsible for financing, logistics, and communication between participants,” the statement said. It remains unclear whether one or more Georgian citizens are among the group or whether they have been detained.
According to the statement, the contract killing attempt was prevented, “some of the executors were detained,” including one “during the preparation of the attack.”
It also said the network’s planned activities extended to “a number of other states” and “included the preparation of sabotage and provocations.”
